自從美國1978年開放天空後，航空公司間彼此競爭日趨激烈，然而台灣為一海島型國家，近年來由於經濟成長與國民所得日漸提升，國人出入境次數增加。航空公司為了滿足市場需求及維持高度競爭力，提供安全、舒適、快捷的飛航服務更是必要的條件。因此，航空產業維修委外是目前日益競爭的全球市場下，降低成本保持競爭力的最佳方式之一，通常企業為了建立其核心能力及競爭優勢，對非核心管理功能採用委外策略，期望藉由外部專家的技術與資源，降低企業整體運作成本，並同時提升企業於市場上之競爭力。
然而，建立一套良好的維修委外代理商評選制度，將是未來航空產業發展重要之課題。近年來航空業者在評選維修委外代理商皆使用較傳統式或單純以績效來評斷最適之委外代理商。為了讓評選制度能以較科學化模式進行，本研究以國內國籍航空公司為研究對象，探討航空公司於評選過程中各項因素相互影響關係及權重，並且選出其最適代理商。
本研究提出十二項影響航空公司評選維修委外商之因素，分別為：策略合作、客戶需求反應、準時、硬體資源、品質系統、信譽、後勤補給、技術技能、價格、資訊安全與訊息服務平台、即時人力需求及風險管理。透過專家意見諮詢建構出適合之評選架構。首先利用決策實驗室分析法（DEMATEL）瞭解航空公司考量因素之關連性及影響性，再以DANP法（DEMATEL-Based ANP）訂定有關維修委外商評選之權重。最後使用VIKOR 績效排序法，選出航空公司最適合之維修委外代理廠商。

Since the United States opened its sky in 1978, the competition of airlines continuously increases. Taiwan is an island country, in recent years, due to the growth of economic and per capita income, the number of immigration people increased. Airlines are asked to meet the needs of the aviation market and maintain a high degree of competitiveness. It’s necessary for airlines to provide a safe, comfortable and efficient air traffic services. Therefore, the industry of aviation outsourcing maintenance is an increasingly competitive global market. Cost reducing is one of the best ways for airlines to remain competitive. Enterprise usually builds its core competence and competitive advantage by using outsourcing strategies to manage its non-core functions. By using experts technology and resources, reduce their overall operating costs, and also to enhance the business competitiveness in the market.
However, it remains an important future industrial development task for a good outsourcing maintenance agent assessment system to be setup. Nevertheless, in recent years, airline proprietors have adopted traditional methods to assess and select outsourcing maintenance agent or simply base on their performance. In order to assess and select the agent in a more scientific way, an international airline was adopted as the case study. This study also discussed the interdependent relationships and weights of factors to select for the most suitable agent.
Twelve factors affecting airline companies’ outsourcing maintenance agent assessment and selection are proposed in this study. They include: strategic cooperation, responsiveness to customer needs, on time, hardware resources, quality system, reputation, logistics, technical skills, price, information security and service platform, immediate manpower supplies and risk management. The expert opinions were obtained to construct on a suitable assessment framework. First, by use of Decision Making Trial and Evaluation Laboratory (DEMATEL), the correlation and effects of factors taken into consideration by airline companies are identified. Second, DANP (DEMATEL-Based ANP) is used to setup the weights of outsourcing maintenance agent selection and assessment. Finally, VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) Performance Ranking Method is used to select the most suitable outsourcing maintenance agent by airline companies.
