本篇論文目的,希冀透過近代理論重新觀察1919年至1939年之國際貨幣議題領域,一方面探究理論針對國際合作之相關假設與論述,另一方面希望本研究成果,給予現今政府面對國際政治經濟秩序維持等議題的借鏡。
回顧第一次世界大戰爆發後的20年間,戰爭的殘酷將既存的國際貨幣秩序摧毀殆盡。從理論面觀之,盛行於19世紀至20世紀初之主流學派─現實主義,主張國家乃權力與自我利益追求極大化的行為者,且認為合作於無政府狀態下,是不存在的。綜上論點似可推演在當時以鄰為壑的國際政治經濟體系下,國家間終將無可避免地走向衝突。然而,隨理論的發展及演進,以及整體國際環境的改變,諸多新興理論開始探討國際政治經濟秩序中的合作效用,以及關心國際間逐漸形成之有形或無形的國際建制。最具代表性之新自由制度主義者Keohane認為,Waltz、Gilpin等結構現實主義者誇大了國際體系的無政府特性及其後果,且低估國際制度的作用。其主張,儘管國際社會中缺乏正式且合法之權威,但非正式的約束因素尚得以支持建制和制度的存在,且同時支持許多相互聯繫的規則、規範,這些均有助於國家解決集體行動與市場的失敗問題,並非如(新)現實主義所認為制度僅具輔佐性且偏弱之作用。是故,本文欲嘗試以新自由制度主義,透過該理論之假設與對國際合作之定義,重新檢驗1919年至1939年之國際貨幣議題領域,證明該時期國際合作存在之確據。
