近年來，雙邊或多邊的區域經濟合作已經成為目前國際社會上的主流，國家之間藉由相互的合作來增進彼此的利益，這種雙邊或多邊自由貿易協定儼然成為目前全球發展的一股趨勢。另外，在全球化的背景之下，由於資訊與運輸技術的進步，全球性的資源重組正在發生，這也使的國家與國家之間的界線越來越模糊，一國家之城市所要面對的不再只是其所屬國家之內的其他城市，而是必須與全球各地之城市進行競爭，而一城市該如何在這股全球化的趨勢之下求取生存空間，將會是現代城市所面臨到的一大課題，一城市必須在全球市場中找到自己適合的定位，才能使得該城市本身在此競爭激烈的市場中取得放眼全球之競爭優勢。
故本研究之研究目的為探討在此全球化的大環境之下，自由貿易協定、國家及城市三種不同層級的變數對於城市發展之影響。在研究方法希望藉由線性階層模式之分析方法了解不同層級之間變數的影響關係，最終分析結果發現其分層效果並不明顯，最後改採取迴歸分析之方法，其實証結果發現除了自由貿易協定之外，大部份之國家層級變數對於城市發展影響並不顯著，此結果能反應出目前國際間蔚為流行之自由貿易協定對城市發展確有助益，也能反應出前述之國家影響力逐漸漸減少之現象。

Signing a free trade agreement can not only enhance the economical cooperation but also bring mutual benefits for the involved countries. Therefore, signing bilateral or multilateral free trade agreement has become a main trend in the global economic development. Furthermore, due to the boundaries between countries are getting blur, cities must face competitions beyond the country’s boundary. In other words, it is more difficult for cities to survive in the highly competitive environment than ever. Therefore, the cities have to find their competitive advantages by positioning themselves at the right place in the global market.
This research aims to discover the key determinants of city development by analyzing the macro-level (free trade zones and countries) and micro-level (cities) data. At first, the two-level data is analyzed by using hierarchical linear modeling (HLM), but the hierarchical effect is not significant. After the discussion of the results from HLM, linear regression is used to analyze the data. The results of the linear regression show that except for the variable of free trade agreement, most of the macro-level variables are not significant on the effect of city development. The empirical results reveal two facts; the first is that signing a free trade agreement does have benefits on city development; the second is that the effect of country-level variables on city development is not obvious.
