曾經有句話：「網際網路在21世紀被稱為是學校的後操場」。在這資訊日新月異的社會，伴隨著網際網路的興盛與發達，並且利用網路的匿名性、即時性、迅速性、便捷性以及方便性，都在在的縮短了人與人之間溝通聯絡的距離。其中，尤以兒童及青少年為最大宗使用者。這年齡層的兒童及青少年易受到剝削以及遭受戀童症者所傷害是不爭的事實。本文主要探討兒童及青少年於使用網際網路遭受誘拐而導致性剝削等相關問題之法律規範，並比較相關國際規範以及英、美、澳等三國英美法系國家對於此領域之法規範。此外，本文亦就我國相關規定，即兒童及少年性交易防制條例第29條作一分析，並比較各方提出之修法草案。最後，再針對我國與英美法系國家之規定作比較，並提出修法建議。

There is a saying that the internet is a playground of the 21st century. Its anonymity, real-time, and speed have shortened the distance between everyone. Among the billion users, minors are perhaps the biggest group. Consequently, they have become targets of online sex predators and especially pedophiles. It is widely believed that the internet has been abused to lure children, which caused serious social problems. The first part of this thesis introduces the concept and nature of child grooming on the internet under international law. Then an analysis on the relevant laws of the United Kingdom, United States and Australia is provided. In addition, a comparative study between the national laws of the above-mentioned States and the laws of Taiwan is conducted. It is argued that the most important law regarding child grooming in Taiwan, namely, Article 29 of the Child and Youth Sexual Transaction Prevention Act needs to be amended to provide better protection of children on the internet.
