臺灣博碩士論文加值系統

自「國防二法」施行後，國防部積極規劃國防資源釋商，同時與國內廠商建立資源整合、能量互補之長期商維夥伴關係，其中以軍機商維最具指標意義。現階段國防部在軍機後勤維修作業上，面臨了科技技術的日新月異、項多量少的武器裝備維持不易、日益增加的裝備而國防後勤預算並未明顯增加，以及隨著實施精粹案兵力緊縮等困境下，如何運用一套有效選商模式來因應當前的環境與節省經費支出，已成為重要的國防政策議題。因此，本研究主要在探討國軍軍機商維供應商評選模式，透過業務委外及供應商評選準則等文獻資料蒐集，以德菲法、田口損失函數及層級分析法進行歸納分析，獲得軍機委商最佳決策模式及委商評估準則。
本研究所提出之供應商評估模型，首先以德爾菲法問卷方式確認「成本」、「品質」、「交期」及「風險」等評估構面及評估準則，接著針對供應商在不同衡量指標績效表現，應用田口損失函數概念加以轉換為單一損失值，依此計算出各供應商之損失值，並以層級分析法權重加權獲得個別供應商總損失值而加以排序，以選出最佳之供應商；本研究方法可提供國軍單位實施策略性商維選擇供應商時的評選參考。

Since the "National Defense Law", Department of Defense released a positive defense resources planning providers, while domestic manufacturers to establish a resource integration, complementary long-term energy partnership between business dimension. In particular, commercial maintenance more military significance, the Defense Department aircraft maintenance operation on the back, faced with rapid technological techniques, weapons and equipment items less maintenance and more difficult, increasing logistical and equipment maintenance budget, but also the essence of the case with the strength of contraction, etc. dilemma, how to use an effective model for contractor selection should be before the environment has become an important policy issue of national defense. This study focuses on the military aircraft commercial maintenance supplier selection model, through outsourcing and supplier selection criteria and other literature data collection and expert opinions, the Delphi method, Taguchi loss function and AHP statistics, summarized and analyzed to obtain military committee best business decision-making model and appointed supplier evaluation criteria.
The first Delphi questionnaire to confirm the "cost", "quality" and "delivery" and "risk," and the four assessment dimensions and "immediate response" twelve evaluation criteria, followed by the same experts to measure the performance of supplier performance, with the Taguchi loss function to be converted to a single loss of value, so then calculated the value of the loss of suppliers, and AHP weights with individual suppliers value of the total loss to be sorted to select the best suppliers. This study suggests that this model can be applied through different military nature of the business outsourcing provider selection.
