管理大師彼得.杜拉克認為:21世紀的組織,最有價值的資產是組織內知識工作者與其生產力。而知識工作者就是組織內最有生命力的資產,組織與個人的重要任務就是要對知識進行管理。特勤工作之目的為確保總統、副總統與其家屬及卸任總統、副總統與特定人士之安全維護。其任務執行過程中均依各任務編組所屬侍衛、便衣、武裝及警察等有關編組單位之任務特性,相互協調、互補、整合,在特勤相關知識獲取、吸收、轉化及運用過程中,均有賴特勤人員運用有效率的知識移轉,讓知識快速產生交集、重疊,以減少彼此知識的差異性,弭補知識缺口,期發揮最大功能。本研究旨在探討中華民國國家安全局特勤任務編組,依任務特性、吸收能耐及先備知識對知識移轉之影響作為分析主體。本研究運用文獻探討及特勤個案分析建立影響知識移轉相關之架構,設計問卷調查。此知識擷取程序則依任務特性、吸收能耐、先備知識及知識移轉等原則為主要分析過程。以我國現行之特勤任務編組之特勤人員為研究對象,有效問卷計318份。回收資料並以描述性統計、t考驗及單因子變異數分析等統計方法進行分析探討。研究結果以顯示現行特勤任務編組於任務執行時,對於特勤相關知識之獲取、吸收、轉化及運用等程序,透過知識移轉對任務遂行具有重要之關聯。依據本研究結果與發現,提出符合現行特勤組織之知識管理與移轉之修正架構,並以此修正架構為基礎,以區分知識移轉關聯性因子,建議符合當前環境下的調整權重,提供特勤任務編組針對任務執行過程,經由此架構重建有效的知識移轉程序來精進其作為。
Peter Drucker considered the most valuable asset of an organization is its knowledgeable workers and their productivity in 21st century. Since the knowledgeable workers are the most siginificant property, the important mission of firms and individuals is to manage knowledge. The duty of Special Service Center (SSC), National Security Bureau, R.O.C. is to protect the present president, vice president, former presidents and vice presidents, their families, other designated individuals (under the president’s authorization). While SSC carries out the task, imperial bodyguards, plainclothesmen, armament, police men, need to coordinate, complement to each other and even re-unite them by acquiring, absorbing, converting, and applying knowledge effectively. Knowledge transfer reduces knowledge gap and accelerates SSC menbers’ capabilities. The main objective of this thesis is to understand the influence of task characteristic, absorptive capacity and prior knowledge on knowledge transfer of Special Service Center (SSC), National Security Bureau, R.O.C.
This study conducts literature review, cases analysis of SSC, and questionnaire survey. Using 318 valid questionnaires, the statistical data is analyzed with descriptive analysis, t-test, one-way ANOVA and other suitable methods. Research result shows that when SSC carries out the task, absorbtive capacity has important relation to knowledge transfer. The implications for theory and practice and future researches are discussed.
