在中東諸多衝突問題中，尤以以、巴衝突為最核心的議題。以、巴衝突之根源在於，猶太人在中東這塊也屬於阿拉伯人的地區建立了以色列國。以色列在1948年5月15日正式宣告成立之前，猶太人與阿拉伯人的衝突早已成為彼此間生活的一部份，以色列獨立至今，也已發生過數次大規模的戰爭。
在後冷戰時期，美國的中東政策基本上是沿著以、巴衝突發展。除了維護石油利益外，猶太人在美國的影響力也使美國不得不去正視以巴衝突對美國中東政策的挑戰。本文試圖分析自2001年至2011年小布希總統兩任執政時期以至歐巴馬總統執政時期之美國中東政策，特別是在以、巴衝突這一複雜難解的問題上，小布希與歐巴馬所推動與執行之各項政策與所採取之方式。文中探討到美國外交決策過程、總統與國會關係以及利益團體的影響程度，並從美國、以色列以及巴勒斯坦三方面的觀點以及各自利益的考量為出發點，來探討在國際情勢下，美國對以巴衝突的外交政策。
2001年1月小布希（George W. Bush）正式就職為美國第四十三任總統，小布希總統在許多國際議題與外交政策上採取較為強勢的作風，以「單邊主義」和「新保守主義」的態度來面對，並強調美國利益的絕對優先。在小布希總統任期內，美國與聯合國、歐盟、俄羅斯共同合作組成「四方會」，制訂中東和平路線圖，以實現和平解決以巴兩國衝突的方案。小布希總統在其任內不斷重申兩國解決方案規劃，但直到2008年底任期結束前，仍未和平解決以巴衝突。2009年，歐巴馬（Barack Obama）總統上任後，強調巧實力的外交手段，2009年6月4日，歐巴馬總統在埃及開羅大學發表演講，強調美國將致力於推動實現以巴兩國和平解決問題的方案。歐巴馬政府致力於推動以巴雙方從間接談判轉為直接談判。2011年5月19日，歐巴馬總統發表美國的新中東政策，並表示，以巴兩國必須以1967年第三次中東戰爭的邊界線為基礎進行談判。美國要有效解決以巴衝突，必須修正以往過多偏向以色列的政策，同時對以色列和巴勒斯坦施加壓力，使美國、以色列、巴勒斯坦三方均能站在平衡的立場上來談論和平。

Israeli-Palestinian conflict is the core issue of the Middle East. Israeli-Palestinian conflict is rooted from the foundation of Israel—which was established by the Jews in the region which used to belong to Arabs. Israel was officially established in 1948, and the conflicts between Israel and Palestine have occurred frequently since Israel also had several serious wars with Palestine and Arab countries.
During the Post-Cold War period, the U.S. Middle East policy is basically about Israeli-Palestinian conflict. The U.S. regards Israeli-Palestinian conflict as an important issue in the U.S. foreign polices, for maintaining their oil interests and influence of the Jews lobby has become significant in America. This thesis is proposed to analyze the two-term of President George W. Bush administration to President Obama administration’s foreign policies to Israeli-Palestinian conflict from 2001 to 2011, and research U.S. foreign policy decision-making process, the President and congress, and the impact of lobby, and from the aspect of U.S., Israel and Palestine and their own interests concerned to discuss U.S. foreign policy to Israeli-Palestinian conflict under the international situation.
In 2001, George W. Bush was inaugurated as U.S. President. He took a powerful style on many international issues and foreign policy with unilateralism and neo-conservatism and stressed the importance of U.S. interests. During his Presidency, U.S., U.N., E.U., and Russia form the Quartet to draw up Roadmap to achieve peace between Israel and Palestine. Although President Bush made clear the two-state solution is important, he failed to make peace between Israel and Palestine before the end of his Presidency. When President Barack Obama took over the Presidency in 2009, he stresses the smart power of foreign policy. In June 4, 2009, President Obama delivered a speech in Egypt, expressing U.S. will work to promote the peace between Israel and Palestine. The Obama administration is committed to promote Israel and Palestine to negotiate directly. In May 19, 2011, President Obama proclaimed the new Middle East policy, and called for peace negotiations between Israel and Palestine should be based on the 1967 borders. U.S. is supposed to revise the bias Israel policy, and put pressures on Israel as well as Palestine. Only when U.S., Israel, and Palestine are on equal terns, the peace can be made.
