本文以Barro(1990)封閉經濟體系的架構為基礎,在CES生產函數的設定下,加入公共資本與私有資本間替代彈性作為本文探討的重點,將內生成長模型結合Groneck(2010)的債務法則,分析政府實施固定赤字法則或債劵黃金法則,相關的政策變數對於均衡成長率與社會福利的影響。固定赤字法則下,若政府提高赤字-所得比,對公共資本的累積與長期經濟成長率無任何影響,且赤字-所得比與福利呈負相關。債劵黃金法則下,若政府提高公共投資赤字融通程度,將有助於公共資本的累積,可促進長期經濟成長率,且公共投資赤字融通程度與福利呈負相關。並利用數值模擬的方法,探討公共資本與私有資本間的要素替代彈性對均衡成長率與福利的比較靜態分析。依據本文參數值設定下的數值模擬結果,討論經濟成長率以及社會福利分析的結果,得到以下結論:不論是固定赤字法則或債劵黃金法則的發債基礎下,公共資本與私有資本的生產要素的替代彈性與成長率極大下的所得稅率呈現負相關。且在相同的稅率水準下,公共資本與私有資本的生產要素的值愈大,經濟成長率愈高;在福利分析方面,公共資本與私有資本的要素替代彈性皆與最適所得稅率呈現負相關,但與社會福利呈現正相關。
