勞工安全衛生人員(以下簡稱工安人員)執行組織的安全功能,以完成安全任務。本研究目的為探討大學校院工安人員執行安全功能的內涵及頻率,並探討組織因素及個人因素對該功能知覺的影響。本研究採取郵寄問卷調查法,經由簡單隨機抽樣抽取大學院校200名工安人員,其中144名寄回有效問卷,回覆率為72%。探索性因素分析結果顯示,安全功能量表抽取六個因素(安全文化變革、安全衛生研究和檢查、對策的發展及實施、安全衛生知識管理、安全衛生功能管理、及緊急應變)。每一因素的特徵值皆大於1,該六因素解釋70.76%的整體變異。工安人員經常執行的前三名功能,依序為安全衛生知識管理、安全衛生研究和檢查、對策的發展及實施。單因子多變量變異數分析結果顯示,有五個因素對該功能具有顯著的影響。工安人員所屬學校的規模及勞工安全衛生管理單位等二因素,對該功能的影響達到統計上及實用上顯著性;工安人員從事勞工安全衛生管理的總年資、教育水準及工安人員資格對該功能的影響達到實務上顯著性。研究者建議大學院校管理者應重視這些顯著的影響因素,強化工安管理結構,以利於發揮工安人員的安全功能。
The safety professionals (SPs) practice the safety functions of the organization to complete safety tasks. The purpose of this study was to investigate the content and frequency of safety functions of safety professionals in colleges. The author also explored the effects of organizational factors/individual factors on SPs’ perception of frequency of safety functions. The study employed a mailing questionnaire survey and selected 200 university SPs using simple random sampling. A total of 144 valid questionnaires were obtained (a response rate of 72 %). After using exploratory factor analysis, the safety functions scale (SFS) extracted six factors (safety culture change, safety inspection and research, developing and implementing solutions, safety knowledge management, safety management and function, and emergency response). The eigenvalue of each was more than 1 and these 6 factors explained 70.76% of the total variation. The top 3 functions that the SPs were most likely in practice are: safety knowledge management, safety inspection and research, and developing and implementing solutions. One-way MANOVA indicated that five factors had significant impact on the safety functions of SPs. Two factors, size of the university they worked for and whether the university had established a labor safety and health management department, possessed both statistical and practical significance in safety functions. The impact of total experience related to labor safety and health management, highest level of education completed, and safety qualifications of the SP possessed practical significance in safety functions. This study suggests that universities take account of these significant factors to enhance the safety functions of SPs.
