高雄捷運正式營運已有一段時間了,運量與當初所預期之落差甚大。為求維持公司的營運及達成永續經營的企業目標,開發新事業不僅可以為企業增加利潤,還可以為企業創造未來,本研究擬以高雄捷運的觀點論述,參與高雄市跨港高空纜車計畫案之可行性研究。
本研究分析結果,纜車的預估回收期約16-19年,由財務效益評估結果顯示,搭纜車人數如以樂觀及先樂觀後保守的情況推估,具參與投資之效益;但搭纜車人數如以保守或先保守後樂觀的情況推估,則不具投資效益。敏感度分析結果:興建成本在其他參數不變下,運量採保守值及先保守後樂觀值時,未來興建成本須大幅降低,其NPV始為正值。營運收入在其他參數不變下,運量採保守值及採先保守後樂觀值時,預估年營運收入需大幅增加,其NPV始為正值。營運成本在其他參數不變下,運量採保守值及採先保守後樂觀值時,未來營運成本需降低,其NPV始為正值。
未來如果市府相關人員能夠,將旗津地區開發成像新加坡的觀光勝地聖淘沙,擁有豐富的觀光人潮。在這些條件能成立下,高雄捷運公司配合公司現有資源,參與跨港纜車計畫將是一個可以提升營運績效計畫案。
It has been a period of time after formal operation of Kaohsiung Rapid Transit System; however, the gap between the traffic volume and the expectation of planning originally is quite large. For company’s sustainable operation, to develop new business not only can increase profits for an enterprise, but also can create the future for the enterprise. Hence, the research planned to make exposition from the viewpoint of Kaohsiung Rapid Transit Corporation to do the feasibility study of participating in the project of Kaohsiung City cross harbor cable car.
The results of research analysis: The cross harbor cable car’s payback period was 16-19 years approximately; the results of financial benefit evaluation showed that if estimating the number of people who took the cable car with an optimistic situation, the benefits of participating in the investment did exist; yet if estimating the number of people who took the cable car with a conservative situation, there was no investment efficiency. The results of sensitivity analysis: Regarding the construction cost, under the condition that other parameters were unchanged, and when the traffic volume adopted the conservative value or the conservative value first and the optimistic value later, not until the future construction cost be lowered substantially could NPV be a positive value. Regarding the operating income, under the condition that other parameters were unchanged, and when the traffic volume adopted the conservative value or the conservative value first and the optimistic value later, the estimation was not until the annual operating income be boosted substantially could NPV be the positive value. In the future, if relevant staff of the City Government can develop Cijin District into a place like Singapore’s tourist attraction Sentosa that have plentiful stream of tourists, under the establishment of these conditions, and cooperating with the company’s existing resources, Kaohsiung Rapid Transit Corporation’s participation in the cross harbor cable car project will be a project that can elevate the operating performance.
