隨著網際網路快速的發展,現今不論是在營利的企業或非營利的公務機關都會運用資訊科技來簡化事物的運作過程,然而隨著資訊科技不斷的推陳出新,資訊部門在其中扮演的角色也越來越重要。為了提升資訊部門的整體作業效率及發掘資訊部門的潛在問題,即可透過績效評估的方式,來找出影響績效的關鍵因素為何,並了解因素之間的關聯性。本研究將針對台灣公私立大專院校的資訊部門,建立其技術人員績效因素之模型架構,並以某資訊部門技術人員為對象,衡量他們的績效表現,最後的結果提供給管理者參考,以提升部門的整體績效。
本研究之研究目的有以下幾點:一、建立台灣公私立大專院校資訊部門技術人員績效影響因素之模型架構;二、分別探討影響台灣公私立大專院校資訊部門技術人員績效的因素之間的關聯性;三、驗證本研究所建立的績效影響因素之模型架構。
本研究將先進行國內外文獻搜集並加以整理,找出相關影響績效的關鍵因素,並建立模型架構,接著發展問卷,問卷透過五位專家諮詢的方式確認各個構面的問項皆適合做為該構面的衡量問項,接著進行前測以確認問卷的整體及各構面信度與收斂性,再針對研究對象發放正式問卷,以檢測績效模型架構的適用性。
本研究結果發現,任務特性對任務-科技適配度不具顯著影響;科技特性對任務-科技適配度與核心職能有顯著影響;人格特質與成就動機皆對核心職能與工作投入有顯著影響。而IT部門技術人員的工作績效皆會受到任務-科技適配度、核心職能、工作投入三個因素顯著影響,此研究結果可供資訊部門管理人員作參考並藉此提升其部門整體的績效表現。

With the rapid development of the Internet, regardless of whether considering profit-making enterprises or non-profit organizations, all use information technology (IT) to enhance their overall operating efficiency and effectiveness. Without a doubt, the IT department in every kind of business unit plays an important role. Managers have to explore potential problems of the IT department, where key factors affecting performance have to be determined as soon as possible. This study is situated within the IT departments of public and private colleges (i.e., non-profit organizations). By establishing a performance model for the technicians working in the IT departments, the purposes of this study can be described as follows:
First, the performance influencing factors for the IT departments’ technicians of both public and private colleges is explored. Second, a performance model for comparing different performances of IT departments’ technicians in public and private colleges is established. Third, the relationship among performance influencing factors in the model is outlined.
This study developed and then revised a questionnaire based on the advice of five experts. The formal questionnaire was distributed online to 165 technicians working in different colleges (public or private). Results suggest that technicians’ job performance is determined by task-technology fit, core competency, and job involvement. Task-technology fit is determined by technology features, while core competency is jointly determined by technology features, personality traits, and achievement motivation. And lastly, job involvement is jointly determined by personality traits and achievement motivation. Results and suggestions from this study could serve as references to IT managers to enhance their department’s overall performance.
Moreover, results indicated that technological characteristics will significantly influence task-technology fit; however, task characteristics impact task, but do not significantly affect technology fit. Personality traits and achievement motivation of a technician significantly affect the degree of job involvement and core competency. Finally, task-technology fit, job involvement, and core functions have a significant impact on an individual's job performance.
