溫室效應導致全球暖化,造成環境變動劇烈,因而開始探討造成溫室效應的原因為何。根據國際能源總署(IEA 2010)的報告,指出2008年部門別溫室氣體排放數據中,運輸部門排碳比率占其比例排名第二位,另外,海運業之船舶燃油所排放的二氧化碳占運輸部門之排放第二位,顯示海運業之活動所造成的環境汙染危害很大。又港埠內頻繁的船舶航行、停靠、補給、貨櫃進出等作業與港區之人為活動,使得港區附近生態環境汙染嚴重,也影響港口周圍居民的身體健康。因此,各國港埠單位開始以綠色港埠為目標進行發展。
本研究經由文獻探討與分析國際綠色港埠發展現況,以台灣四個國際港埠-基隆港、台中港、高雄港、花蓮港為主要分析對象,輔以各專家學者心目中之成功綠色港埠-長灘港與洛杉磯港,透過兩份李克特五尺度問卷進行資料蒐集。藉由信度與效度分析確認問卷的可信度,利用主成份分析法探討綠色港埠永續發展之關鍵成功因素。本文之關鍵成功因素為:「裝備節約能源設施」、「港埠能量」、「敦親睦鄰活動」、「賦稅優惠與獎勵」、「廢棄物傾倒管理」。以關鍵成功因素分析成功綠色港埠發展特色並以其為基礎分析台灣港埠與成功綠色港埠之間的差距。

Because green house effect caused globaling warming, the researchers started to figure out what reason increased green house effect. According to the International Energy Agency report, generation of electricity and heat was the largest producer of CO2 emissions and transport was the second-largest sector in 2008. Besides, CO2 emissions from transport are dominated by road. Second is Marine bunker. It revealed that port activities caused environmental pollution and influenced the health of residents of local communities. Therefore, at present, both domestic and foreign ports have respectively proposed the notions of “green ports”.
This paper discussed the content of green ports by reviewing the literatures and latest trend. The four international ports(port of Keelung, port of Taipei, port of Taichung, port of Kaohsiung and port of Hualien)in Taiwan are our research targets and the successful green ports are port of Long Beach and port of Los Angeles. This paper collected data from two questionnaires. After using consistency and validity to check questionnaires are confident, this paper extracted five key success factors by principle component analysis. Then, indicating the gap between four ports in Taiwan and the successful green ports.
