商品發生安全事件時,如何在最短時間內將問題商品下架,並且找出問題的根源,成為了各個國家目前非常重視的課題。建立商品履歷制度,可以讓消費者、流通者、加工者、生產者等人雙向地往回追溯或往下追蹤商品的資訊。因此,商品產銷履歷制度成為商品品質安全控管最有效的手段。
商品履歷牽涉範圍廣大,涵蓋了整個供應鏈,因此企業決定要實施商品履歷時,頇考慮許多不同層面的影響因素,使得導入過程變的困難及複雜,針對這種狀況,本研究運用德爾菲法以及分析層級程序法,針對電子電器類商品為研究對象,分析建構商品履歷的關鍵成功因素。研究成果可提供企業規劃及建構商品履歷時的依據及推廣方向,或是提供給政府作為輔助決策之參考。

How to remove the defective product from sales in the shortest time and find out the origin of the problem are certain to carry weight in all creation now. Building the Pedigree system allows products and their information can be traced forward and back at each stage of the supply chain. Therefore, the Pedigree system became the best method of quality control and safety monitoring of products.
As to the situation that Pedigree System includes the whole supply chain and it is broad and complex. When an enterprise decides to implement the Pedigree system, it must to think over many different influencing factors. Therefore, it is difficult to adapt the Pedigree System. This research uses Delphi method and analytic hierarchy process as an analytical method to analyze the key successful factors in Pedigree System for electronic and consumer products. When enterprise and government plan to build the Pedigree system, they can take this result of the research as a reference.
