國際間環保意識的興起,使得世界各國對於環境保護與永續發展的執行更加重視,國際知名品牌跨國公司也紛紛陸續公布及執行環境管理物質管制的規範,歐盟也緊接著頒布REACH法規,強制供應鏈上任何一個角色都有收集和傳遞訊息的義務和責任,對電子資訊產業整體營運的衝擊最大。
綜觀目前國內外文獻在REACH法規及綠色供應鏈的相關研究,均只針對單一流程的改善或是建立管控系統進行研究。然而企業在面對REACH法規時,為了達成各項法規的要求,企業本身必須與其上下游的廠商協同合作,以求能夠達到這些法令的規定。由此可知,對於環保的實踐,不單只是企業內部的執行,還必須透過整條供應鏈中各環節的合作與執行才能夠達成。因此,本研究希望透過設計鏈作業參考模型建構REACH設計鏈作業參考模型,並利用多重代理人系統作為REACH設計鏈作業參考模型的協同工具。透過REACH設計鏈作業參考模型定義各協同角色作為代理人進行協同情境模擬,希望以此模式提供給業界做為參考及後續研究之依據。


With the rise of environmental awareness, countries all over the world has put more and more emphasis on environmental protection and sustainable development. For example, some world-famous multinational corporations started to make and reinforce regulations on environment and substance management. The European Union(UE) also promulgated the REACH Regulation to force every part of the supply chain to fulfill the obligation and responsibility to collect and transmit information, which exert the most significant impact on the overall IT industry.
Current literature in Taiwan or abroad on the REACH Regulation and green supply chain is focusing on the improvement of one certain procedure or on how to set up a control system. However, in terms of the REACH Regulation, in order to meet its requirements, enterprises must collaborate well with its upstream and downstream companies. Therefore, to put the idea of environmental protection into practice, it’s not merely efforts of one single company. It also requires cooperation from every part of the supply chain. As a result, this study is designed to set up a REACH Design Chain Operations Reference model through the Design Chain Operations Reference Model and it uses the multi-agent system as the collaboration tool. Through a case as agent simulation scenarios to define the REACH Design Chain Operations Reference model. In the future, the model will serve as a frame of reference for local enterprises and also as the basis of further research.
