未登記工廠的存在雖違反了政府管制規範，對於環境也較易造成汙染，廠內員工安全也不易獲得保障，但數年來的營運對於經濟、就業的幫助也是不可忽視的，若進行取締，則勢必對於經濟因素造成影響，面對以上問題其管理輔導自然的也形成了個議題。
資料探勘(Data Mining) 是常用於面對大量資料時，從中找出所需資料的方法，而群聚技術(Cluster technology)就是其中的一項方法，本研究便採用群聚技術來針對未登記工廠資料進行分析，其目的為找出符合政府機關所制定未登記工廠輔導法案原則之群聚，以利政府機關及相關業者協調處理未登記工廠之議題。

The Data Mining is in faces the massive data, Discovers needs the material the method, The Cluster technology is a method, Cluster technology on unregistered factories data to carry on the analysis, Conforms to the Governmental agency to formulate Cluster of the factory, The convenient Governmental agency and the related entrepreneur communicates, solves Unregistered Factories the question.
