由於農產品是維繫人類生存的必需品，因此穩定其價格是許多國家重要的農業政策之一；再者，農民所得在社會各階層中偏低，因此農民名目所得的穩定也同樣倍受關注。至今，政府為照顧農民，宣告對農產品產地價格或農民名目所得實施目標區政策，一旦高(低)於上(下)限門檻，將搭配農產品收購政策或農產品產地價格補貼政策進行干預。探討當農產品市場出現干擾(如氣候等因素)時，政府設立目標區是否有助於農產品產地價格或農民名目所得的穩定，即Krugman 所言之「蜜月效果」存在與否？並且搭配不同政策是否產生不同效果？以及影響匯率之波動幅度為何？本文針對上述問題逐一分析，發現：目標區的設立，對農產品產地價格、農民名目所得與匯率的穩定與否，取決於農產品「價格效果」及「實質貨幣餘額效果與利率效果總和」之相對大小、資本移動程度、搭配的政策(收購或價格補貼)等因素。
