國軍配合人事精簡原則，陸續發展精實案、精進案及目前規劃的精粹案，修護組織亦大幅度調整，面對國軍武器裝備資訊化後日益精密、人員持續精簡及戰力妥善維持的挑戰下，國軍飛彈委外維修將成為未來趨勢，委外維修廠商素質的良窳直接影響飛彈系統維修品質，故如何建立有效的飛彈委外維修廠商評估方法，極為重要，本研究之目的在於建立一套客觀的飛彈委外維修廠商評選之標準。首先，利用Delphi(德菲)法訪談從事國軍從事飛彈修護管理及具多年飛彈修護專業班長等專家，研討出飛彈委外維修廠商之評選要素，再運用層級分析法，以問卷訪談等資料，探討國軍響尾蛇飛彈導引組委外維修廠商之評選準則，並完成準則及相關權重律定，提供國軍未來評估飛彈導引組委外維修廠商評選之依據，滿足委外維修之目標。

With the national army personnel to streamline the principle of gradually developing a Lean case, sophisticated case and planning the essence of the case, repair organizations also substantial adjustments, the face of military weapons and equipment of information technology is increasingly sophisticated, the staff continued to streamline and operation readiness properly maintained under the challenge of the national army missile outsourcing maintenance will become the future trend of outsourced maintenance vendor or inferior quality direct impact on the quality of the missile system maintenance, how to build effective missile outsourcing maintenance-party assessment, it is extremely important, the purpose of this studyis to establish a set of objective missile outsourcing service vendor selection criteria. First of all, the use of Delphi (Delphi) interviews in the national army engaged in missile repair management and years of missile repair professional squad experts discuss the missile outsourced maintenance vendor selection elements, Analytic Hierarchy Process, questionnaire, interview, data to explore the maintenance vendor selection criteria ROC Armed Force Sidewinder missile guidance section Organizing Committee, and complete guidelines and related rights re-law, in the national army in the future to assess the maintenance vendor selection based on missile guidance section Organizing Committee, to meet the goal of outsourcing maintenance .
