應用混合多準則決策方法探討新產品開發
與設計專案管理的評估模型
摘要
資訊科技發展迅速使得經濟環境從區域性延展成全球性,這個環境改變的現象,讓所有高科技產業中的企業都必須思考如何提升自我競爭力進而生產符合消費者期望的產品,讓獲利率最高同時也是產品生命週期中初期階段。專案管理是一種具有獨特性的管理模式,主要是在於協助團隊成員在資源有限情況,有效率地使用資料並創造最佳的效益,因此專案管理模式經常地使用在新產品開發展與設計的領域。因此新產品發展與設計專案是企業提升競爭力的關鍵之一。
多準則決策方法論是一種從問題類型發展的研究方法,因此本研究基於該方法論架構,依據不同階段需要的方法建立本研究評價模型(故稱混合多準則決策方法)。首先使用決策試驗與評價實驗室法建立新產品開發與設計專案模型影響網絡關係圖,接著使用結合分析網路程序法及決策實驗室法建構評估模式,將因素相互影響關係轉換成因素自身的影響權重,最後使用基於折衷觀點評估方法進行個案績效評估。
研究結果顯示該公司的新產品發展與設計專案A績效表現不錯,但是仍然有改善空間。其中評估因素差距最大的是C3 「策略採購」因素,進一步從模型影響網絡圖中發現該評估因素主要受到C4「專案管理」的影響,再加上該因素C2 「知識庫」與C3 「策略採購」和C5 「團隊溝通」關聯性高,因此從短期改善而言,應該思考C2 「知識庫」、C3 「策略採購」和C5 「團隊溝通」的改善措施,長期而言則是思考C4「專案管理」的改善方向。

Exploring an Evaluation Model for NPD and Design Project Management by Hybrid MCDM
Abstract
Rapid raising IT development is extending economic environments from regional to global, the phenomenon of environmental change, Enterprises must review themselves to enhance competitiveness in the High-Tech Industry, fulfilling the expectation of products suitable for End-User. Meanwhile, chasing the highest earning potential in the early stages of the Product Life Cycle. Project Management is a unique management model, it’s main point is helping team member in a group to collaborate using limited sources. Creating value by using data efficiently, however, Project Management Model is often used in New Product Development and Design Fields, and it is one of critical elements to enhance Enterprises’ competitiveness.
Multi-Criteria Decision Making (MCDM) Method is a development of the types of the problems thus, to adopt different methods in many phases, in order to establish an evaluation model (named Hybrid Multi-Criteria Decision Making); First Step, using Decision Making Trial and Evaluation Laboratory(DEMATEL) to explore the network diagram as related to New Product Development And Design (NPDD) Project, a impact relationship transforming to influenced weight by DEMATEL Based ANP(DANP). Final Step, using Vlse Kriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as case performance evaluation.
The results are shown in Project A of New product development and Design with which to perform adequately, but there is still room for solution and improvement. C3 “Strategic Alignment” has the biggest gap in the evaluation of the criteria, C4 “Project Status Control” made a huge impact on C3 “Strategic Alignment”, through Model Influence Network Diagram, high correlation between C2 “Knowledge Architecture”, C3” Strategic Alignment” and C5 “Communication” in addition. For the short term strategy, consider the improvement between C2 “Knowledge Architecture”、C3 “Strategic Alignment” and C5 “Communication”; the solution for C4 “Project Status Control”, which is the main point in the long term strategy.
