隨著網際網路的普及與智慧型行動裝置的盛行,政府行動App服務愈來愈受到重視。善用行動App服務,提升便民服務之效率係電子化政府重點發展方向之一,然眾多的政府行動App能否有效提升便民服務之效率,關鍵乃取決於民眾的行為意向,唯有民眾對政府行動App服務具正向採用意向,並進而採用,對便民服務效率之提升才有實質效果。本研究以科技接受模式為基礎,導入行動價值、信任以及社會影響等因素,從民眾的角度以多元的觀點,探討影響民眾採用政府行動App服務行為意向的前置及中介因素,希冀對民眾採用政府行動App服務行為意向有更深入的瞭解。本研究以交通運輸為例,經問卷調查,並以結構方程式模式分析後,得出重要結果如下:(1)政府行動App服務之便利性與定位性等特性確實提供了重要價值,其與認知易用性可直接加強民眾對於政府行動App服務有用性之認知。(2)態度、關鍵多數與社會規範三大因素,對民眾採用行為意向有直接顯著影響力,且以態度為重要關鍵。而正向態度之強化,受到認知易用、認知有用、關鍵多數以及對網路信任等因素的直接影響。研究結果可作為政府部門建置與改善政府行動App服務之策略依據,並作為電子化政府相關服務導入及研究時之參考。
With the popularity of Internet and smart mobile devices prevailed,and government mobile app services are taken seriously. One of the e-government developmental directions is to use mobile app services and enhance the efficiency of civil convenient services. However, if many government mobile app services can improve the efficiency of civil convenient services, it depends on people's behavior intention. Only if people have positive adopt intention for government mobile app services and then adopt, enhance efficiency of civil convenient services will have real effect. This study is based on technology acceptance model, import mobile value, trust, social influence factors, from the diverse perspectives of people to explore precursor and intermediate factors affecting people’s behavior intention for using government mobile app services, expect to understand more for people’s behavior intention to adopt government mobile app services. In this study, specific transportation services, for example, through questionnaires, and structural equation modeling analysis, obtained important results are as follows: (1)service characteristics such as convenience and location of government mobile app services do provide significant values, and with perceived ease of use reinforce people directly that government mobile app services are useful. (2)attitude, critical mass and social norms are three most critical factors have a direct significant influence for people’s adopt behavior intention, especially attitude is the key factor. The positive attitude reinforced directly by the perceived ease of use, perceived usefulness, critical mass and trust of the Internet factors. The results can be used by governments as strategic basis for building and improving government mobile app services, and references for e-government related services introduction and researches.
