綜觀近二十年的國家經濟發展,科學園區設立所帶動的整體經濟提升,具有不可忽視的貢獻;然而,現有科學園區文獻,大多數著墨於探討為何公司要在科學園區設廠,以及科學園區如何提供誘因給進駐廠商。反之,甚少研究探討相關政府政策、園區內夥伴關係對於科學園區內科技公司的創新策略選擇和公司績效之間的關係。因此,本研究以台灣科學園區科技公司為研究對象做定量分析的研究,研究採用問卷調查高階經理人或研發部門的經理人,透過回收的206份有效問卷,運用結構方程模式(SEM)分析研究科技公司研發創新策略選擇受政府政策與夥伴關係的關聯性與其公司之績效表現。
本研究發現,政府政策與夥伴關係都有顯著性地影響公司的顧客滿意度與財務績效表現。然而,統計數據顯示,面對不同的變數,這些科技公司在創新策略會有不同的選擇。因此,透過本研究,讓政府在未來要制定科技政策與開發新科學園區上,可以清楚低了解園區內廠商的實際需求。此外,公司基於夥伴關係形成的區域創新更是不可忽視其對於創新的影響力,進而通盤了解這些因素並非直接影響到公司的財務績效,而是影響公司的顧客滿意度,進而對公司財務績效有顯著影響。


Most of the literatures related to Science Park investigate why firms set up factories in the science park, and how Science Parks provide incentives to the firms. However, little research studies relationship between the government policies, partnership, innovation strategy, and performance. This paper highlights that the R&D strategy of technological firms in the Science Park are influenced by the government policy and firms’ partnership. Therefore, this paper uses the questionnaire to investigate the R&D managers in technological firms, and adopt Structural Equation Modeling (SEM) to analyze the data.
We find out that not only government policy but also partnership will influence the firm performance including customer satisfaction and financial performance. Thus, this paper will help firms and countries to understand the importance of policies and external environment, and then to make the best policy and decisions for innovation. Besides, we cannot ignore the influence by the partnership for innovation, and then understand these factors do not directly affect the firm’s financial performance, but the firm''s customer satisfaction, thus firm’s customer satisfaction has a significant impact on its financial performance.
