全面生產保養(Total Productive Maintenance, TPM)經過製造業四十年的推廣運用,已被證明是提升企業競爭力與經營績效的重要管理工具。TPM活動所展現之績效在生產、品質、成本、交期、安全與士氣等方面皆有顯著的效果;而伴隨企業經營型態的不同,所重視的績效指標亦有差異;本研究希望透過平衡計分卡(Balanced Scorecard, BSC)的觀點,瞭解TPM活動在各構面的效益,以及是否符合管理者的需求。

本研究採用平衡計分卡四大構面的觀點,彙整常用之績效指標,並考量管理階層對於評估指標的偏好,運用層級分析法(Analytic Hierarchy Process, AHP)決定各構面與投入項指標之權重,再以資料包絡分析法(Data Envelopment Analysis, DEA),分析各構面指標之效率,同時針對兩個案公司推行TPM活動8年之效率進行比較。

研究結果顯示,TPM活動所展現之效果能符合管理者的需求,同時效率也呈現成長趨勢;顯見TPM活動在長期且持續地推動之下,有助於改善企業體質,也可做為企業提升經營績效的實用工具。

Total Productive Maintenance (TPM) has been shown to be an important manufacturing and managerial methodology to enhance the competitiveness and performance of enterprises during four decades. The performance of TPM practices in terms of production, quality, cost, delivery, safety and morale are significantly effective. According to different patterns of enterprises, managers may emphasize on different performance indicators. This paper adopts the perspective of the Balanced Scorecard (BSC) to examine whether TPM practices can meet managers’ demands.

This paper compiles commonly used performance indicators of Balanced Scorecard and applies Analytic Hierarchy Process (AHP) method to evaluate weight values of four perspectives and items of input. Further, the weights of inputs are used in Data Envelopment Analysis (DEA) approach for evaluating efficiency and finally compare efficiency in two companies of implementing TPM practices for 8 years, in order to understand whether TPM practices can comprehensively improve performance.

As a result, the performance of TPM practices shows improving trends in efficiency and also meets managers’ demands effectively. Moreover, TPM methodology can also be used as a practical tool for enterprises to enhance their performance under long-term and sustained implementation.
