創業精神與民營化在研究及實務上皆是非常熱門的主題,然而在探討創業精神與民營化關聯性的研究,卻是十分稀少。此外,針對創業精神的架構,在研究上也非常缺乏,故本研究建構了一個創業模型,包含全球化、政府政策、市場結構、市場資源以及創業導向等因素,以產生創業精神。本研究引用了許多文獻來佐證創業模型中的每項因素,並將創業模型用於台灣新生報業公司民營化的個案上來驗證。此公司是台灣首家民營化企業,在研究上有其歷史的意義與價值。

我們採用個案研究法與訪談法來獲得相關資料,三位受訪者對此個案及民營化皆有深入的了解,其觀點在定義創業精神與民營化的相關性上,給予很大的幫助。本研究的第一個目標即建構一個創業模型,第二個目標為研究台灣新生報業公司民營化的歷程,第三個目標是探討創業精神與民營化間的相關性,並且以台灣新生報業公司為例。自2001年起,國營企業開始逐步民營化,本研究能給與未來準備民營化的國營企業作為參考指標,而本研究的創業模型也證實了創業精神與民營化間的相關性。

Entrepreneurship and privatization alone are popular topics for discussion and in practice. However, studies which discuss the correlation between entrepreneurship and privatization are very rare. Also, the phenomenon of entrepreneurship has lacked a conceptual framework. In this study, we create an entrepreneurial model which includes the factors of globalization, government policy, market structure, market resources, and entrepreneurial orientation which can affect entrepreneurship. We use many previous studies to support each factor of our entrepreneurial model. We then use our entrepreneurial model to verify the process that the Taiwan Shin Sheng Daily News has taken toward privatization. The company was the first state-owned enterprise to undergo privatization, and it has historical meaning which combines to make this a valuable case study.

A case study and in-depth interview research are included in our study. Three individuals with relevant experience and background are interviewed to obtain information about the company and its path toward privatization. Their opinions helped us to define the correlation between entrepreneurship and privatization. In this study, we have three major objects. Firstly, this study conceives a conceptual framework for the entrepreneurial model from previous studies. Secondly, this study describes the case of the Taiwan Shin Sheng Daily News through the course of privatization. Thirdly, this study uses entrepreneurial model to consider the correlation between entrepreneurship and privatization, using the Taiwan Shin Sheng Daily News as the example. Since 2001, the state-owned enterprises started gradually moving toward privatization. This study can be used as an important reference for state-owned enterprises which are planning privatization in the future. The entrepreneurial model from this study also proves the correlation between entrepreneurship and privatization.
