本研究基於島嶼特性的觀點，建立評估島嶼觀光永續發展之指標，運用德爾菲法，經兩階段專家問卷調查後，建構島嶼觀光永續發展之評估指標，共計19項（環境生態永續性構面8項、地方經濟適切性構面4項、社會文化影響性構面4項、政策組織配合性構面3項）。其次，運用模糊層級分析法(FAHP)求取島嶼觀光永續發展指標權重，其重要構面依序為環境生態永續性(0.5156)、地方經濟適切性(0.207)、社會文化影響性(0.1834)及政策組織配合性(0.094)。接續將指標實證於琉球嶼，經四種權益關係人整體評估其永續性程度依序為地方經濟適切性（平均值3.57分）、政策組織配合性（平均值3.26分）社會文化保存性（平均值3.14分）及環境生態永續性（平均值3.03分），顯示琉球嶼觀光發展現況屬於「潛在不永續發展」程度。本研究所建立之島嶼觀光永續發展評估指標可運用於其他島嶼旅遊地，並提供島嶼旅遊地推動永續發展之參考。

This paper aims to establish an index for evaluating the sustainability of development of tourism in island locations, looking at the characteristics particular to such destinations. Using the Delphi method, after conducting a two-stage survey of experts, an index composed of 19 items (eight environmental sustainability items, four regional economic integration items, four social and cultural impact items, and three policy and organizational coordination items) is constructed. Following this, the fuzzy analytic hierarchy process (FAHP) is used to determine the waiting of the various elements of the index, finding the respective weightings to be as follows - environmental sustainability: 0.5156; regional economic integration: 0.207; social and cultural impact: 0.1834; and policy and organizational cooperation: 0.094.The index was then applied practically to the LiuChiu Island, with the overall result of evaluation by four interested parties ranking the items as follows - regional economic integration: 3.57 points; environmental sustainability: 3.26 points; and social and cultural impact: 3.14 points. This shows that the current state of tourism development in the LiuChiu Island is one of “potential unsustainability.” The island tourism sustainable development index developed in this paper can be applied to other island destinations, providing valuable reference information for those involved in the promotion of sustainable development of such destinations.
