本研究以101年度服務期滿之役男為調查對象，追蹤役男從新訓中心入伍至分發各單位服務屆退前三個月，其服役期間內吸菸、嚼檳榔與戒治行為變化進行探討。
研究採縱貫性研究設計，以自擬式結構問卷評量，將101年度服役期滿屆退前三個月役男之退伍離營問卷23,806份，與新訓中心入伍期間施測問卷以ID串檔方式結合，取得新訓及退伍離營前皆有完成前後問卷施測者，共計9,481份。
本研究結果得知，壹、役男入伍在新訓中心期間整體吸菸率為34%，至服務期滿屆退前三個月整體吸菸率下降0.3%；役男入伍在新訓中心期間整體嚼食檳榔率為6.1%，至服務期滿屆退前三個月整體嚼檳榔率下降1.0%。貳、在回歸分析中發現在居住地、單位駐地上，單位長官對菸害暨檳榔防制支持程度與吸菸及嚼檳榔率呈負相關。參、在役男新訓至分發單位服務期間，雖有執行菸害防制政策及衛生教育，但可能未能引起役男的接受，本研究服役中役男對戒菸與戒嚼檳榔服務參與程度偏低。
本研究結果可作為未來在推行菸害暨檳榔防制政策與計畫上之參考，經由了解役男吸菸及嚼食檳榔的特性，採取更適切、更多元之介入模式推展戒治服務，增進長官支持全面戒菸措施的意願，建立無菸、無檳榔的軍隊環境。

Purpose: To investigate military draftee smoking, chewing betel nut and quitting behavior.

Study design: A longitudinal study designed by using self-structured questionnaires completed by 9,481 draftees who were on active duty in year 2010.

Result: The results revealed that overall among draftees in 2010, the smoking rate decreased merely from 34% to 33.7% upon separation from active duty. Betel nut chewing rate decreased from 6.1% to 5.1%. In logistic regression analysis, the degree of tobacco and betel nut control support from unit officer was negatively correlated with the rate of smoking and chewing betel. Although tobacco control policies and health education have been offered to military units, the participation in programs designed to curtail the use of tobacco and betel nut products among draftees is still low. The reason may be attributed to the relevant authorities’ failure to motivate draftees to quit.

This research can be used as a reference for governmental ministries to implement tobacco and betel nut control in the future. Furthermore, by understanding the smoking and betel nut chewing habits of draftees, we can promote more appropriate intervention services to improve health and decrease medical resources consumption, so as to achieve a non-smoking and betel nut-free environment in military units.
