金融業以貨幣及信用為交易的主體,故所面臨的經營風險較為多樣而複雜。金控公司在實際執行績效評估時,往往僅以各項指標數字及成果加以統計分析,或針對某一段時間內的片面資料,並不能完整展現整體績效。因此建立一個以實際執行具備風險的平衡計分卡為範疇的績效評核機制,則是本研究探討導入的主要目的。本研究係利用平衡計分卡的學習與成長、內部流程、顧客與財務四大構面,分析風險管理與金控產業財務表現之關係,同時以2012年7月國內已掛牌上市上櫃的金融控股公司為研究範圍,將問卷將分成兩部份收集:1.高階主管深度訪談調查;2.風管部門從業人員問卷調查,以決策分析實驗室法(DEMATEL)結合分析網路層級法(Analytic Network Process, ANP)之DANP分析關鍵準則之交互影響關係及不同經營特性所著重關鍵準則。最後,訪談四位具備財務風險管理分析師(Financial Risk Manager, FRM)認證的外部專家進行理想解類似度順序偏好法(Technique for Order Preference by Similarity to Ideal Solution, TOPSIS)金融機構風險管理績效評比。研究結果顯示,學習成長構面為解決核心問題的驅動因子,應列為優先改善目標。根據DANP構面權重分析結果顯示,影響金控營運績效之關鍵構面為顧客構面,財務構面則為最不重要之構面。而DANP準則因子排序結果顯示,影響金控營運績效最關鍵之因子為管理、領導、智慧財產權風險。另一方面,以TOPSIS套用本研究分析之構面與準則權重可有效辨識金控營運績效之優劣。本研究結果有助於我國金融業風險評估與控管之重點管理,打破一般認為金控績效之關鍵因子應為客觀性財務構面指標而非主觀性的顧客構面、學習成長構面績效指標的誤解。
The financial industry is the entity which consists of trading with credits as well as the monetary therefore the operating risks which this industry has been encountering is much more diverse and complex. Nowadays the financial holdings entities have not yet precisely established the methodology for the performance evaluation. Various performance indexes and the results of the performances usually apply and are used for further statistical analysis while evaluating the performances. This mechanism turns out to be generating the information regarding to an understanding for only one-sided data in a certain period of time and it cannot represent the real performance evaluation as a whole objectively. The main objective of this research is to establish a performance evaluation mechanism in accordance with the actual use of the so-called risk-based balance score card(BSC). This research applies the four perspectives (financial, customer, internal business process, learning and growth) of BSC as well as taking an example of one financial holdings entity which has already become a listed company since July 2012 as the scope of the research and the questionnaire is divided into two parts: 1. Detailed interviews with senior level managers and 2. Questionnaire the members of the risk management department based on the DEMATEL method combined with Analytic Network Process (ANP) in order to analyze the cross-impacts of the key factors as well as the different focus of the key factors amongst different types of operations. Lastly, the implementation of TOPSIS proceeded by four external experts with the background of financial risk manager (FRM) is expected to prove the risk management model established in this research. The research shows that the solution of the core issue is driven by the growth of learning hence it is supposed to be the prioritized objective to be improved. In accordance with result shown from the sorting elements of the DANP principle, management, leadership as well as the risk of intellectual property are the most important key factors which can affect the operations of the financial holdings dramatically. Apart from that, the aspects of the analysis of this research along with the use of TOPSIS can be effectively helpful while judging the strengths and the weaknesses of the operating performance of the financial holdings. This research will come in handy for the financial industry of our nation in terms of evaluating and managing organizations by breaking the misunderstanding that the key factor of the performance of the financial holdings was supposed to be the objectively financial perspective rather than the subjectively performing perspectives towards the customers and the growth of learning.
