近年來,外人直接投資對一國經濟發展之影響,學者們紛紛提出了各式看法,不論是在就業或是技術移轉上,都有不少相關文獻在探討;然而大多數僅就製造業進行分析研究,但根據我國投審會公布之流入外資數據顯示,金融與保險業,和批發及零售業的金額成長幅度也逐年提升,因此本文目的旨在加入第三級產業,探討外人直接投資的變動對台灣工業及服務業之勞動雇用量的影響,以期驗證理論之有效性並提出政策上的建議。
本文採用台灣二、三級產業的時間序列來估計,工業使用1983年至2011年的年度資料,服務業則為1993年至2011年,在以最小平方法(OLS)進行迴歸分析前,先以單根檢定判斷資料是否取對數後為定態,之後再以Q檢定量檢視模型配適程度。
實證結果發現外資流入對工業及服務業效果皆是正面顯著的,而在資金流出方面,則皆為負相關,僅工業顯著,但投資中國大陸並不使就業減退,顯示產業外移對國內的技術性勞動雇用有利;至於平均薪資、實質國民生產毛額等變數效果,則須就產業特性作進一步探討。

Foreign direct investment (FDI) is crucial for a nation’s economic development and growth. Using data of the secondary and tertiary sectors in Taiwan, this paper aims to identify the impact of FDI on the employment in secondary and tertiary sectors. The difference from other researchers is that this paper not only makes an analysis in the industry of secondary sector, but also probes into how FDI affects the industry of tertiary sector. Based on the cash flow data from Investment Commission, we can see that the amount of FDI in finance, insurance, and retail business are getting higher and higher.
Before regression analysis of OLS, we check whether all the variables are stationary. Then we examine the model fitness by Q test. The results show that inward FDI has significantly positive effect on the employment of both secondary and tertiary sectors, and outward FDI has negative effect on both sectors but only has significant effect on secondary sector. Furthermore, investing in China does not decrease employment. This shows that outward shift of industries benefit skilled labors.
