臺灣博碩士論文加值系統

「網路中立性」將討論的重心聚焦於內容與應用服務的創新和實體基礎設備的擴展 ，兩者對網路的發展孰輕孰重。
隨著數位匯流趨勢，各式新興網路內容與應用服務風起雲湧，在基礎設備的改善跟不上全球網路流量不斷攀升的速度下，消費者對於頻寬的需求愈來愈大，網路服務提供者必須不斷投資來擴建網路空間以解決網路壅塞的困境，故而採取流量管理技術、針對控管特定流量或是以價格分層來維持網路效能。但網路中立性認為網路的原始特性就是自由承載且平等對待各式內容與資訊，讓網路成為一中立平台，禁止實體層控制者藉差別待遇來削弱內容層與應用層之競爭，如此才能發揮網路的價值。
本文先介紹網路中立性的發展背景、定義及相關概念，以網路服務提供者的付費優先權行為為基礎，討論其對網路發展之優、缺點，並探討網路中立性正、反意見。其次，透過美國及歐盟對於網路中立性管制之發展歷程，分析兩者管制方向與法規架構之異同，作為我國是否適合發展網路中立性管制之參考。
