The innovative cultural industry has been one of government 6 key emerging industries since 2009 and government passed “Innovative Cultural Industry Development Law” in 2010, which not only providing more systematic assistances, but building up one multi-cultural and innovative social environment that can trigger developments of related industries as well as upgrading industrial value. Given to this fact, this research paper evaluates numbers of art & cultural events of each county/city and attendances, working on statistical indexes of each county/city (including incomes of each household, crime rate, students, and educational and scientific budget) for the period of 5 years, from 2006 to 2010 to analyze mutual relationship. Statistically, the obvious and positive factors are numbers of students, incomes of each household, educational and scientific budget, of which the latter can be the only negative effect. Per attendance, the obvious and positive factors are numbers of students, educational and scientific budget, and incomes of each household; again, educational and scientific budget has negative impact and rest remains no significant effect. Interestingly enough, crime rate has no effect to this study.
