Before " Act of Gender Equality in Employment"," Gender Equity Education Act" and “Sexual Harassment Prevention Act ” were promulgated, the frequent cases of "sexual harassment" were men that harassed victims by words, physical touch or kissed women by force, that were deemed as light "sexual harm" and were not seriously considered by the society. "Sexual harassment" not only invades personal "sex-autonomy", but also violates the equality and respect between genders. The criminals who commit sexual harassment have strong sexual desire towards the opposite sex, thus they commit the crime to experience the excitement and stimulation. Most of the time they commit crime when victims are being absentminded or when it comes to the chance. "Sexual harassment" is a sudden criminal act, which is full of sexual desire and impulse. Most criminals are those whose morality has gone astray, so they acquire their sexual fulfillment from harassing victims, which brings psychological trauma to the victims. However, that may lead to "sexual harassment syndrome." Therefore, the prevention and rectification of "sexual harassment" should be worked from laws, judgments, policies, environments and etc., so as to deter any recurrence of "sexual harassment". However, the prevention of "sexual harassment" is emphasized more on the time before "sexual harassment" happens, whereas the rectification of "sexual harassment" is focused more on the time after "sexual harassment" happens. Just like people who get ill, prevention is the work that is done beforehand, while rectification is to assist the recovery of normal conditions. But, with the current laws, there is a lot to be improved concerning the prevention of "sexual harassment" and rectification of "sexual harassment". Only to re-modify the laws and reinforce the suitable scheme of the penal policies, can we reach the goal of preventing the occurrence of "sexual harassment." The government should assure the substantial development of citizens' gender equality, constructively bear the duty of improving the circumstances of "sexual harassment", and shoulder the responsibilities of sexual harassment's law making, prevention, rectification and so forth.
