因為資訊科技發展的日新月異,資訊專案具備高度風險性,為了使資訊科技相關投資可以創造最大的效益,如何透過有效的專案管理將專案風險降至最低限,以改善平衡計分卡觀點的多重構面「組織績效」便成了重要的研究議題。
本研究以具有多年專案管理經驗的領域專家為訪談樣本,以DANP(DEMATEL-Based ANP)為多重準則決策分析工具,在未預設立場的前提下,探索「組織績效」、「專案風險」、與「專案管理」三大構面之動態影響關係。
主要研究結論可列舉如下:(1)有效的專案管理確實為降低專案風險與改善組織績效不可或缺;(2)專案眾多風險中以使用者風險最具挑戰性;(3)專案管理工具中以高階主管支持最為關鍵;(4)平衡計分卡的多重構面同受重視,代表財務績效不是唯一目標;(5)相對權重最高的準則多屬於風險構面,代表專家重視專案風險。研究結論可提供改善專案管理而最小化專案管理與最大化組織績效的具體建議。
Due to the rapid developments of information technology, information system (IS) projects are risky inherently. To make IS-related investments obtain the greatest benefits, how to improve Balanced Scorecard-based multi-dimensional “organizational performance” through effective project management has become an important research issue.
In this study, domain experts with many years of experience in the field of project were interviewed and collected data were analyzed by DANP (DEMATEL-Based ANP), the multi-criteria decision analysis tool. Without any prior hypotheses, the dynamic relationships among "organizational performance," "project risk," and "project management" three dimensions were explored in depth.
Major findings include the following: (1) Effective project management is indeed indispensable to reduce project risk and improve organizational performance; (2) the user risk is the most challenging risks to face; (3) among project management tools top management support is the most critical; (4) different BSC dimensions gain emphasis meaning financial performance is not the only goal to pursue; (5) the criteria with relative high weights relate to risk dimension mostly represents expert pay great attention to them. The conclusions can provide helpful guidance to minimize project risks while maximize organizational performance through effective project management.
