In the recent years, the military construction works in the Investment Part have been mostly managed and executed by the Construction and Property Center, Armaments Bureau, both in the design review and construction management. The performance results are gradually well. Nevertheless, the Charter Approval in the Maintenance Part for facilities maintenance is still lack of an assessment mechanism. For this reason, the study focuses on three folds: (1)Experts questionnaires are used to collect and screen out those factors that influence the Charter Approval for facilities maintenance needs and design completeness by using Fuzzy Delphi Method. The relative weighs among those factors are calculated by Fuzzy AHP Method. The current review procedure for Charter Approval is also investigated. (2)Develop a "Charter Approval Score Sheet for Military Facility Maintenance Needs and Design Completeness." It provides as an auxiliary aid for higher superior to make decision. (3)Finally, the recent implemented two cases of Charter Approval in the Maintenance Part for facilities maintenance are used to verify the developed Score Sheet. The score results are compatible to these two cases.
