Due to the changes of social structures in Taiwan. Decreasing the number of births which result in the phenomenon of low birth rate and also decrease in student population. These influencesare not only the elementary student population decline which result in dwindlingclass and class size,but also increase more stray teachers. Schools in remote districts serious be affected which are trapped in limited resources and the difficulties in admissions increasingly. Then they change in teaching methods and contents in order to gain more funds and resources. Raising awareness could attract more students.This study based in Fulin Elementary school’s strategic alliance. I found strategic alliance is successful in Fulin Elementary school because these reasons.One is the resource complementary exchange in similar size elementary schools near by. Another is good interpersonal interactions between these staffs. The other is excellent strategic alliance activities plan in Fulin Elementary school.
