由於網路化與雲端服務的影響,企業開始重視將系統委外,因此承包商的線上支援與即時服務能力逐漸成為系統委外時考量的因素。本研究彙整國內外供應商評選指標與資訊系統委外承包商評選指標等相關文獻,從供應商評選模式中選出基本的營運能力、服務能力、專業技術能力、外部評價、價格五大構面加上資訊程度構面,提出六構面的資訊系統委外承包商評選AHP層級模型,並驗證模型的可行性。
本研究先整理出40個可能的資訊系統委外承包商評選指標,然後請專家依實務上的使用經驗,篩選出供25個可行的指標,作為六構面模式的構面評選項目,建構出結合資訊程度構面的兩階層資訊系統委外承包商評選模式。接著使用AHP法來建構各構面與各評選項目的權值,用以評估模型的可用性。本研究透過AHP問卷調查法,共回收100份樣本,分析獲得三個重要的結果:1.企業在選擇資訊系統委外承包商時,最重視的是專業技術能力,然後依序衡量的構面為營運能力、服務能力、價格、資訊程度、外部評價。隨著雲端科技的出現,新構面指標資訊程度的重要性已大於外部評價,占了全部權重的11.5%,而指標內又以線上支援能力為最重視,由此可知,現今企業在選擇資訊系統委外供應商時,已開始考慮此一新的資訊程度構面。2. 本研究發現在程式設計與軟體專業技術能力構面最重要,跟其他五個構面相比權值均高很多,在這個構面以系統整合能力與軟硬體技術能力最為重要,影響到軟體與程式的品質。然而在網路管理、備援服務、硬體操作、網路安全服務這四種委外案件,專家認為經營能力、服務能力、專業技術能力3個構面同等重要。3.另外,在資料庫建置與顧問諮詢的案件上,則可以發現價格構面的重要就變得很高。因為資料庫建置案件的技術不高,委外時就會注意選擇承包商的價格是否能壓低,而顧問諮詢案件則因為其專業技術高且價格也高,往往也無法評估承包價格是否合理,所以對價格部分也會格外審慎評估。

As the impact of network and cloud services, companies began to pay attention to information systems outsourcing. Therefore, contractors and real-time online support service capabilities gradually become factors to consider when outsourcing system.The research collects and organizes abroad outsourcing information system literature. From the basic operational capacity, service capacity, professional and technical capacity, external evaluation and price. This research proposes six dimensions of information systems outsourcing contractor selection in AHP model and verifies the feasibility of the model.
This research arrange forty information systems outsourcing contractor selection indicators and according to experts experience filter possible indicators as six dimensions of information systems outsourcing contractor selection in model. And we use the AHP method to construct dimensions and weights of each selected item to assess the availability of the model. This research use the AHP method collected one hundred questionnaires. Analysis obtained three important results: (1). Companies choice information system outsourcing contractor. The most is the professional and technical capacity and the order is operational capacity, service capacity, price, information degree, external evaluation. With the cloud technology, the new dimension information degree is more important than external evaluation. Accounted for 11.5 percent of all weights and with index online support capability is the most important. Now, the new dimension information degree has begun to consider the extent that company choice information system outsourcing contractor. (2). This reasearch found that the most important in programming and software technical expertise dimension, compared with the other five dimensions weights were much higher in this dimension to the system hardware and software integration capabilities and technical capabilities of the most important impact on the quality software and programs. However, network management, backup services, hardware operations, network security services outsourcing these four cases, experts believe that management capacity, service capabilities, technical expertise three dimensions are equally important. (3). In the case of a database build and consultancy, you can find an important facet of the price becomes high. Because the database is not high technology to build the case, it will be noted when outsourcing contractor can choose whether the price down, and the case is because of its consulting expertise is high and prices are high, often unable to assess whether the contract price is reasonable, Therefore, extreme caution on the part of the price will be assessed.
