本研究欲探討外國人收容制度之正當程序，以保障外國人之基本人權。並擬以層級程序分析法嘗試從現階段探討外國人收容制度人性化管理之關鍵因素，參酌專家學者與收容單位主管及幹部的意見，及筆者在此領域服務浸淫多年實地觀察心得，期能建構人性化管理的收容政策。主要研究結論如下：
一、建立外國人收容制度人性化管理之關鍵因素評估指標之權重體系。
共有生活管理因素、心理知覺因素、環境因素、法律因素等四大構面16項指標。
二、分析外國人收容制度人性化管理之關鍵因素評估指標之權重大小。
生活管理因素構面權重值0.348，排序第一，心理知覺因素構面權重值0.253排序2，環境因素構面權重值0.216排序3，法律因素構面權重值0,183排序4。

This study is to investigate the system of due process detention foreigners to safeguard the basic human rights of foreigners. And analytic hierarchy process intended to try the key factors foreigners humane detention system management to explore from the stage, opinions of experts and scholars deliberate and detention unit heads and cadres, and the author in this field for many years of field observations steeped service experience, hoping Construction of humane management of detention policy. The main conclusions are as follows:
1.The establishment of the key factors of foreigners detention system humane management of evaluation index system of weights.
Four dimensions 16 indicators total life management factors, psychological perception factors, environmental factors, legal factors.
2.Analysis of key factors foreigners humane detention system management assessment of the significant indicators of small power.
Management factors facets of life weights 0.348, with the overall ranking first, psychological perception factors facet weights 0.253 with the overall ranking 2, environmental factors facets sort weights 0.216 with the overall ranking3, legal factors facets sort weights 0,183 with the overall ranking 4.
