現今科技的發展快速，尤其是在資訊科技方面，網際網路的進步與變化非常快，全球產業因而面臨環境的快速變動。因此，為了因應市場激烈的競爭，企業應用網路電子化已是必然的趨勢。例如，利用企業資源規劃系統(Enterprise Resources Planning System, ERP系統)作為公司的決策支援系統，藉由ERP系統的導入進行企業內部資源整合與管理，期能有效降低生產成本以提高經營績效。因此近幾十年來，在台灣愈來愈多的企業推行了ERP系統；同樣的，在中國也有這種趨勢，尤其是台商企業，在ERP系統的利用更多。如文獻所示，在中國，ERP系統的導入有不少的失敗例子，這可能由於企業在花費龐大資源導入系統時，常會因為經驗不足、或方法不對等因素，導致ERP系統成果不佳，甚至於失敗。

因此，本研究旨在了解台商企業在中國的ERP系統導入過程中，在文化上、制度上、及管理方法上，可能面臨的問題，研究對象則是對中國的台商企業進行個案研究。所使用的方法是德國SAP系統中主要的ASAP導入方法，並在導入過程以專案管理方法對企業文化、管理與顧問層面等角度進行觀察紀錄。本研究發現，ERP系統的推行是否成功，最大的關鍵是高階主管的支持，這是因為ERP系統是關係到整個公司的運轉，一般來說高階主管最了解公司的營運狀況，他們的支持是非常重要的。其次則是文化背景的差異性，這對台商在中國的經營，系統的推行是必須注意的。另外，專案團隊的溝通協調能力、導入系統資料文件管理、以及顧問的經驗與能力都是影響系統是否能成功導入的關鍵因素。管理者對以上主導ERP系統是否能够成功導入的關鍵因素必須詳細計劃並謹慎執行，如此方能有效整合人力與財務資源，提供決策者正確的資訊，以提高企業營運績效。

Nowadays the hi-tech development is fast, particularly in the information hi-tech aspect where the Internet progresses and changes very quickly and, because of that, the global industries are now facing the rapid movement of the environment. As such, in order to cope with market’s stiff competition, it is the necessary trend that the corporation uses the networking electronization. For example, using the enterprise resources planning system (ERP system) as the company’s decision support system is through ERP system launch to conduct the corporate internal resources integration and management, expected to effectively lower the production cost to enhance the business performance. Therefore in recent decades, in Taiwan there are more and more corporations carrying out the ERP system; likewise, the trend is the same as in China, particularly for the Taiwanese businesses which use more in ERP system. As literature shows, in China ERP system launch has not a few failure cases. It is likely that as the corporation has spent a lot resources launching system, it often due to the factors of insufficient experiences, or incorrect methods leads to ERP system poor performance or even failure.

Hence, this study aims to understand Taiwanese businesses in the process of launching ERP system in China where they may face the problems of cultures, institutions and management methods. The study subject is the Taiwanese businesses in China in conducting the case study. The method used is German Applications and Products (SAP) in Data Processing Systems, mainly with Accelerated SAP (i.e., ASAP) launch methodology. And in the process of launch, the project management approach is used to conduct the observation records concerning enterprise culture, management and consultation directions. There are three main findings in this study. First, concerning whether the ERP system launch is a success, the most critical key is the top management support. This is because ERP system is concerned with the whole company’s operation. In general the top management is the person who understands the company’s operation most. Their support is very important. Second, it is the difference of culture background. In other words, for Taiwanese businesses in China, ERP system must meet their culture so that it can be launched smoothly. In addition, the project members’ communication and coordination abilities, the document management of launch system, and consultant’s experiences and capabilities can be the critical factors influencing the system’s launch success. Managers must plan in detail and conduct carefully. In doing so, it then can effectively integrate human and financial resources, and provide decision maker the correct information to enhance the enterprise’s business performance.
