綜觀國外低成本航空業者(LCC, Low Cost Carriers)之發展，大多存在於航權開放、消費者對價格敏感、業者可自由進出市場、有超額利潤或運能不足之市場，通常以網路直接銷售之通路、多元且低廉之票價、簡化機上服務等方式經營，且一旦市場不具利潤隨即退出。而低成本航空公司在亞洲區域航空市場角色益發吃重，讓原本沒有出國機會的人出遊更方便，和全服務航空業者(Full Service Airlines, FSA)並不是競爭關係，而是共同將市場做大。
本論文主要係透過低成本航空產業發展，及在台灣政府構建航空公司(包括低成本航空)良好的經營環境，及航權部分我國額度仍有餘裕，業者並無進入之障礙，為我國帶來大批外籍旅客(in-bound)，對於觀光及經濟等發展均有助益，並開發出新客源，且提供我國消費者多元化的選擇，但最終對於在台灣航空產業的影響(航空公司營運模式及票價、消費者選擇取向等)，做進一步分析及比較。
