  行動通訊網路(mobile networks)的資料量年年遽增,暴增的網路資料量(traffic)將造成行動核心網路(Core Network, CN) 嚴重的壅塞現象。為了緩解此現象,3GPP組織在第四代行動通訊網路:長期演進技術(Long Term Evolution-Advanced, LTE-A)提出訊務卸載(traffic offloading)技術,試圖將部分的網路資料量直接導向網際網路(Internet)中,利用網際網路的高負載量來承擔暴增的網路資料量,以減輕行動通訊核心網路的負擔。其中有一部份訊務卸載技術實作在家用基地台(Home eNodeB, HeNB)子系統上,分別為(1)本地IP存取(Local IP Access, LIPA):藉由HeNB直接讓區域家用基地台網路內的雙方進行溝通而不需讓資料封包進入核心網路;(2)區域網路的選擇IP訊務卸載(Selected IP Traffic Offload at Local Network, SIPTO@LN):藉由HeNB直接連上網際網路不須讓資料封包經過核心網路。有些研究改良3GPP的HeNB訊務卸載技術,但在移動性(mobility)方面的支援略顯不足。
  本論文鑒於HeNB子系統下的訊務卸載技術移動性不足的缺點,提出了兩種在區域性家用基地台網路(Local Home eNodeB Network, LHN)的環境下具有較佳移動性的訊務卸載機制。第一種訊務卸載方法稱為Local Access Traffic Offload (LATO),能讓使用者裝置(User Equipment, UE)在進行LIPA訊務卸載時可以自由地移動,即便離開了LIPA的服務範圍仍可由核心網路繼續提供服務而不須中斷服務;當UE進到LIPA的服務範圍時,也可以馬上切換回LIPA的服務。第二種方法稱為Global Access Traffic Offload (GATO),則提供具有外移能力的SIPTO訊務卸載功能,讓UE在LHN內可以不經由核心網路直接連線至網際網路進行網路傳輸,並且在UE離開LHN之後,仍可藉由核心網路繼續進行該網路傳輸,不會造成服務中斷。

  The traffic in mobile communication networks is supposed to increase year after year. The increasing traffic will cause serious congestion in the core network. The 3GPP organization proposed a series of traffic offloading methods in the Long Term Evolution-Advanced (LTE-A) system to offload part of traffic from the core network into the Internet. Two traffic offloading methods are designed for the Home eNodeB (HeNB) subsystem: (1) Local IP Access (LIPA), which provides UEs with the ability to communicate with other objects (e.g., UEs and servers) located in the same local HeNB network via HeNB without accessing the core network, and (2) Selected IP Traffic Offload at Local Network (SIPTO@LN), which provides UEs with the ability to connect to the Internet via HeNB without accessing the core network. Some studies tried to improve 3GPP traffic offloading methods; however, those methods have no or weak support of mobility.
  In this thesis, we propose two methods to offload the traffic in Local HeNB Network (LHN) with better mobility support than existing methods. The first method, Local Access Traffic Offload (LATO), enhances the LIPA function by providing UEs with the ability to handover into and out of the LHN. The second method, Global Access Traffic Offload (GATO), enhances the SIPTO function by providing UEs with the ability to handover out of the LHN.
