在能量大量消耗的今天,能源在日常生活中所占的比重日益加重。為了滿足人們的需求,在同時做到對於環境的保護,因此可以利用廢棄物,作為能量的初始來源。以達到環保和需求之間的平衡,在科技的發展中,應該選取和發展更適合現階段推廣的技術,從而滿足人們日常生活的需求。現階段沼氣池的應用,在一定的程度上可以緩解能源危機。但目前我國現行法令尤其對於替代能源獎勵法其誘因不足,設置場地不易,致使使用者設置意願減少,本研究將探討利用建蔽率之空地比或是公共設施(停車場、綠帶、人行道等附屬設施)作為設置場地,逕為獎勵樓地板面積,獎勵起造人增設該設置誘因之可行性討論,因此經由本研究之案例分析及SWOT分析確實可以具體分析各項條件優劣勢及其機會與威脅應對策略,而沼氣發電導入也有助於政府、社會之間能源替代方式之一,解決能源缺乏眉燃之急,並且可以落實能源多面向,同時在經濟利益和環境保護之間尋得平衡。經由沼氣資源化的過程以發出電力,在減少耗用核能、石油(或煤炭)依賴、調和能源結構,節省購置燃料、促進經濟發展以及降低溫室效應、維護環境生態方面,俱有相當良好的裨益;此外,尚可紓解在國際間遭到經貿抵制的壓力,提高對外貿易之競爭力。
With the large consumption of energy at present, energy accounts for an ever-increasing proportion in day-to-day existence. To meet the needs of people while protecting the environment, the rejected materials thus can be used to become the original source of energy to strike a balance between environment protection and demands. In the process of the development of technology, the promotion of technology suitable for the present situation should be chosen and developed to meet people’s daily demands. The application of biogas digester for the moment can, to a certain degree, lessen the crisis of energy. However, our country’s law in force, especially the lack of incentive for reward mechanism in alternative energy sources and the difficult in the setup of field, cause the reluctance of users. The research will probe into the utilization of the clearing of the building coverage ratio or public facilities (such ancillary facilities as parking lots, greenbelt, sidewalk and so on) as setup area to reward the area of floor space and an feasible incentive for people to build this kind of facility. Therefore, based on case analysis and SWOT analysis in this research, this paper has analyzed advantages, disadvantages and opportunities of various conditions as well as countermeasures under various conditions, while biogas power generation is one of methods to substitute governmental energy and social energy in solving energy shortage problem, applying energy in multiple fields and balancing economic interests and environmental protection. Power generation with biogas recycling takes a good effect in reducing nuclear energy and petroleum (or coal) consumption, regulating energy structure, saving fuel procurement, promoting economic development, reducing greenhouse effect and maintaining environment ecology; moreover, it can relieve international economic boycott and improve foreign trade competitiveness.
