高司組織調整之「國防組織六法」,已經完成立法程序,並於奉總統明令公布,使「精粹案」組織調整獲得法源依據,未來將持續組織再造,修正兵力結構與組織調整,因應國家整體安全情勢變化。
研究指出組織再造會造成組織成員工作上壓力並產生許多負面態度,包括工作安全感、工作投入、工作滿足和離職傾向都會受到影響。國防轉型經歷「精實案」、「精進案」、「精粹案」到募兵制,組織成員的態度因組織精簡、兵力調整後,成為一重要變數,其中士氣是軍隊重要的精神戰力,會影響軍隊的整體運作;專業承諾代表官兵與國軍的一種連結。本研究主要在探討近期國軍組織再造(如募兵制等),對工作士氣、專業承諾與組織形象之間的關係。
本研究針對450位國軍志願役官士兵進行問卷調查,回收問卷後採迴歸分析進行資料處理。結論:(1)組織再造愈是經過詳細的規劃,志願役官士兵工作士氣會較高。(2)組織再造計畫性愈高,便能透過工作士氣,提高國軍人員專業承諾。(3)國軍形象愈良好,國軍人員專業承諾會提高,顯示國軍形象的重要性。建議:(1)國軍可以透過組織傳播來提升人員對改革內容的了解,如改革前舉辦說明會或是透過莒光課程來宣導國軍改革的重點及相關作為,如此可提高工作士氣,更投入工作。(2)希望在著重國防轉型的同時,能兼顧國軍精神戰力,凝聚部隊向心,發揮無形戰力,使國軍官士兵對國軍專業承諾提高,認同國軍,此有助於提升募兵成效。(3)國軍除戮力戰訓本務外,更要積極內部管理作為、與媒體保持良好關係、落實官兵申訴、做好官兵與人民權益保障的工作,讓社會大眾實質感受國軍為民服務的熱忱,使國軍成為穩定社會與確保國家安全的力量。期望本研究的結論與建議,能做為未來國軍推動組織再造及提升國軍募兵成效之參考。

Higher organizations have finished the「National Defense Organization six laws」, and announce according to president’s order in the purpose of letting elitelization program earns the basis from law. In the future, the program will continue to help reorganization and fix manpower constructure base on national security changing through time.
The research points out that reorganization will cause member’s pressure on work and many negative attitudes, including working safety, insertion and intention to quit. National defense transform from solidize program to progression program and till the elitelization program. Members’ attitudes become key elements after manpower adjustments and organization elitelize. Among these key elements, morale is troops’ most important combat power on spirit that may influence troops’ functions.Occupational Commitment represent connections between soldiers and military. This research is mainly discuss national organization rebuild (such as Voluntary military service) with the relations among morale, Occupational Commitment and Organizational Image.
This research surveys 450 Mercenary soldiers; the questionnaire uses regression analysis. Summary: (1) Reorganization with detail planning will results higher morale for Volunteer Soldiers. (2) Reorganization with detail planning, military personnel will increase the Occupational Commitment through morale. (3)The military with better Image, military personnel will increase the Occupational Commitment in order to show the importance of military impression. Recommendation: (1)Military can use organizational communication to increase people’s understanding of the reform content. For instance, use seminar or Jyuguang class (political warfare) to state key point and related behaviors for the military reform so that morale will be higher during work time. (2) During the national defense reform era, able to take care of troop, to make the coherence of the troop and develop spiritual combat power so that soldiers can increase their military professional promises and help mercenary results. (3) The military not only has to focus on combat training but also need to manage soldiers’ behaviors, keeps good relationship with media, implement appeal system, secure soldier and civilians’ welfare so that the society will feel military’s passion on serving its people, ability to stabilize the society and power to secure the nation. We hope this research’s summary and recommendation can become one of the references for reorganizing the military and increasing Mercenary effect.
