In recent years, people have been brought to tourist old streets due to great popularity gained among people in Taiwan. Thus the difficulty of fire rescue operations on old streets is escalating. Jiufen Old Street is located on hillsides where water is scarce in this region. Juifen Old Street attracts tons of tourists, especially on holidays. Juifen region is suffering perennial sea wind, and architectures are built among the hill in various levels of heights. In order to contend with severe weather caused by typhoon and rainy seasons, the roof is built on wooden beams, covered with wooden boards and overlapped with two layers of oily felt, so-called “Black Paper”. Tar is adapted for maintenance to make the roof windproof and rainproof. Such particular circumstances of Juifen Old Street are requiring different perspectives for fire and rescue service water and fire rescue operations to achieve a better outcome, when a fire occurs. This study is conducted to simulate the usage of fire and rescue service water based on special terrains and building constructions on Juifen Old Street, and to investigate further and possible methods on usage of fire and rescue service water, and disaster rescue. By taking rescue vehicle equipment, mobilization of rescue personnel, special alleys, and water condition into account, fires on Juifen Old Street are analyzed to enhance the effectiveness of the usage of fire and rescue service water and hold as references of fire rescue for fire authorities. Through the results of fire drills, the relevance of the usage of fire and rescue service water, rescue equipment, and manpower is identified. In order to enhance the effectiveness of fire rescue and to curb financial losses during a fire, all three factors have to correspond with each other. With increased attention to fire rescue equipment of tourist old street , plans for deploying fire safety equipment and protective plans should be made to enhance the level of safety and to protect life and property of people.
