本論文旨在翻譯Health Care Reform and American Politics: What Everyone Needs to Know(《醫療照護改革與美國政策：不可不知道的事》)之第一章「為什麼是現在？破碎的健康照護體系有機會改變」探討翻譯過程中採取的翻譯策略及翻譯技巧。

本論文是以漢斯‧佛米爾(Hans Vermeer)提出的「目的論」(Skopos Theory)為理論基礎，翻譯過程中採用卡塔麗娜‧賴斯(Katharina Reiss)「信息類文本」(Informative text type)的翻譯策略，翻譯策略「直白語化」，力求清楚明確，以讀者為中心進行譯本的翻譯。

本論文共分為六章，第一章為緒論，說明研究背景、動機與目的。第二章為文獻探討，介紹原著、作者及翻譯理論介紹。第三章則為研究過程，說明賴斯在「信息類文本」的策略及本文翻譯的過程與使用工具介紹。第四章為譯文。第五章為翻譯實務探討，舉例說明翻譯過程中所應用的技巧。第六章為結論，說明本次翻譯過程的心得與建議。

本論文主要是在處理長句翻譯最為挑戰，也最常出現。利用翻譯技巧將長句進行切分、拆句後，重新調整中文的思維及表達習慣，是一大挑戰。藉由翻譯《醫療照護改革與美國政策：不可不知道的事》，重新了解學習長句翻譯的技巧與實務的應用。

The main purposes of this thesis are to provide Chinese readers with the information about chapter One of Health Care Reform and American Politics: What Everyone Needs to Know: Why now? Broken Health Care and An Opportunity for Change, and to analyze the strategy and the skills applied in the translating process. This thesis is written on the basis of Hans Vermeer’s Skopos theory. By using the translation strategy for the informative text type proposed by Katharina Reiss, eighttranslation skills are used to provide Chinese translations which are acceptable and readable to Chinese readers to deliver the massages from Health Care Reform and American Politics: What Everyone Needs to Know.This thesis consists of six chapters. Chapter One states the background of healthcare system in U.S. and Obama’s healthcare reform, motivation and the purpose of this thesis. Chapter Two briefly introduces the content and the author and discusses the translation theories, functional equivalence theory and Skopos theory. Chapter Three describes the translation strategy for the informative text type, the translating process, and the tools used in the translating process.Chapter Four is the translated text of chapter One ofHealth Care Reform and American Politics: What Everyone Needs to Know. Chapter Five, with examples provided, analyzes how eight translation skills are used to provide the translated texts. Chapter Sixis to sum up the findings and suggestions from the translating process.The tough task is long sentences translation which frequently occurs in the original text. How to apply translation skills such as division, shifting and adjustment strategies in the long sentences is a big challenge.
