在現代企業中,第三方物流業的發展趨於普及化。企業為了發展自己本身的核心能力、提升供應鏈的效率以及減少成本支出,選擇將自己不擅長或比較沒有優勢的物流業務部分或全部外包給專業的第三方物流供應商。因此,對企業而言,物流業者的評選顯得格外重要。
本研究的個案公司為國內龍頭的統包工程公司。至目前為止,其已將部分物流業務委託給外部的貨運承攬業者。近來,個案公司有意將其全部的物流業務外包出去。本研究發展一套綜合的分析方法,期待個案公司藉由此方法選出最適的第三方物流供應商。
本研究透過混和多準則決策模型,以有系統的方式來評選第三方物流業供應商。評選步驟包括:利用文獻回顧與修正式德爾菲法歸納並篩選出評選指標;接著,透過決策實驗室分析法得知各個構面和各個指標之間的因果關係與關連度大小,建立網路關係圖。為了要了解各個構面和各個指標在層級間的相互影響及回饋關係,利用分析網路程序法建立,計算出各指標的權重。
In today’s business world, the use of third-party logistics (3PL) providers is becoming prevalent. For the purpose of the development of core competencies, the efficiency of supply chain, as well as cost reduction, many companies choose to outsource part or all of their logistics activities to third parties. Thus, 3PL provider selection has become a critical issue for companies.
The case company, which is an EPC company, has partially outsourced its logistics activities to forwarding agents and tends to outsource its entire logistics activities. Thus, the purpose of this study is to develop an analytic and comprehensive method to select the most eligible 3PL provider for the case company.
This study proposes an integrated multi-criteria decision making (MCDM) approach to effectively evaluate the 3PL providers. The proposed evaluation procedure consists of several steps. The evaluation criteria are first identified by applying modified Delphi method. Then, the influence level of the corresponding criteria are determined through building a network relationship map (NRM) of criteria by adopting a decision making trial and evaluation laboratory (DEMATEL) method. After constructing NRM among criteria, this study conducts an analytic network process (ANP) to deal with the problem of interdependence as well as feedback among criteria. Finally, a case study is given to demonstrate the proposed MCDM methodology.
