As 2014 adulterated oil incident , this study is to examine Taiwanese food-safety system from so as to identify the shortcomings of the related regulations and to make some suggestions for Taiwan government reference.
Enterprise has the talent to reduce product costs by purchasing cheaper ,but unedible materials ,for example gutter oil,byproduct of tanneries and food waste , is the main cause of this incident. Meanwhile , this incident also arose a problem why the related regulations on oil policies can’t prevent these unedible materials being added to the food-chain. What are the shortcomings of the food-safety system of our country? Theoretic guidelines , the historical incidents during the past decade and the Control Yuan investigation reports were used to explore the curren shortcomimgs of the food-safety system. Through the exploring process ,I found that the similar incidents in the past decade happened frequently , though the experts in food safety had made some suggested measures on source managements , flow control , and inter-ministry cooperation etc , the related measures have not been performed well. The 2014 adulterated oil incident is studied based on the theories of risk management and internal control system of the government. In order to solve the problems arisen from this incident , the government has adopted the eight measures , for example imposing heavier fine and more sever punishment , initiating the inter-miniteral cooporation , etc .Besides those measures mentioned above , I have proposed some advices as follows-First , to set oil-recycling fund . Second , to take adventage of the electronic-invoice system of the Minister of Finance so as to strenghthen the control over the food industry . Above all , I hope these advices mentioned in this study could be adopted by the government while decision making
