近幾年來台灣的就業環境始終無法擺脫越來越競爭的態勢,無論是大學或是碩士文憑也只是搭上火車的一張車票,究竟這台火車開的是否安全穩當抑或是會開往何處總是沒有確定的答案。因此越來越多人不論學歷高低,一畢業就參加公職考試,期望自己投入公營機關體系這班高鐵。不過無論是公營機關還是私人企業,相較於以前勞資雙方的資訊或權益不對等的情況,其實是越來越注重員工的感受和待遇,他們了解到組織是由「人」組成的,組織的成長與維持都必須仰賴員工的支持,所以員工對組織的行為變得相當重要。本研究主要探討分配正義、程序正義、互動正義、心理契約破壞、偏差行為、組織公民行為之關係,並檢驗組織正義對員工行為是否會經由心理契約破壞的影響。本研究以台灣電力公司和富邦產物保險公司之員工為調查對象,總回收370份,經刪除遺漏作答及規則性作答等無效問卷後,有效問卷為338份,有效問卷回收率為91.35%。
分配正義和程序正義會對心理契約破壞產生顯著的負向影響,而互動正義則不然,與過去的研究發現並不一致,此結論表示在台灣的企業中分配結果和分配過程對員工的心理契約是比較有顯著影響。此外,本研究發現心理契約破壞對組織公民行為有顯著的負向影響,對偏差行為則不然,可能的原因為台灣員工對於偏差行為的保守態度,為了工作可以忍受和壓抑情緒,導致其偏差行為不敢表現出來。所以,本研究結果也發現分配正義和程序正義對組織公民行為的影響會受到心理契約破壞的中介。最後,本研究也對於公營機關和私人企業的差別進行分析,研究發現無論是公營機關或是私人企業,分配正義對員工行為的影響還是比較大的。私人企業在分配正義和程序正義方面,對心理契約破壞的影響程度都比公營機關還要強烈。不過心理契約破壞的影響力在公營機關之偏差行為和組織公民行為方面卻遠遠大於私人企業,甚至對私人企業的偏差行為並沒有顯著影響。
In recent years, the employment environment in Taiwan is more and more competitive. More and more students regardless of educational background attend public officer exam to get a job in government business. Both public company and private company attach importance to employees’ rights and interests, knowing that employees are the basic of an organization, and an organization’s growth and survival must rely on its employees. Consequently, employee behavior is very important issue in management. This study conducted a self-report survey with anonymous and convenient sampling, targeting the employees who work in Taiwan Power Company and Fubon Insurance Company. Total 370 questionnaires were collected, of which 32 questionnaires were excluded because of incomplete responding or consistent answering; there are 338 valid questionnaires in total. The effect responding rate is 91.35%.
The empirical results showed that the effects of three kinds of justice to psychological contract breach are different. Especially the effect of interactional justice is not significant, which is inconsistent with former research studies. The results indicated that both distribution and procedural justice has significant effect on psychological contract breach. Employee’s perception of psychological contract breach has significant effect on organizational citizenship behavior, but not on deviant behavior. This study also found that the effects of distributive justice and procedural justice on organizational citizenship behavior can be mediated by psychological contract breach. Finally, for both public company and private company, the effect of distributive justice on employee behavior is stronger than procedural and interactional justice.
