岸際雷達所執行的沿海監控是船隻航行安全及國家安全中重要的一環。
單一雷達容易因為地形地物遮蔽的影響而有盲區,雷達天線的角度解析度限制也會造成雷達影像隨著距離增加而產生較大誤差,影響目標判讀與偵測效能。岸際雷達之操作需要從不同雷達取得影像進行整合處理,並套疊電子海圖進行應用,因此本論文的目標是透過相鄰雷達的補償與拼接完成雷達影像的整合,並設計岸際雷達影像整合顯示系統之雛型做為驗證與展示。
本論文以SPxRadarSimulator雷達模擬軟體為工具,模擬產生兩座岸際雷達之回跡影像(Radar Video)在區域網路上發送,設計雷達影像伺服模組接收並解碼各掃描角度之雷達回跡強度值,經過轉換後以影像呈現於平面螢幕。雷達影像伺服模組同時與客戶端進行通訊。當客戶端發出某範圍影像的請求,則持續將指定範圍的最新影像傳輸給客戶端。客戶端請求的範圍內若有兩座雷達共同涵蓋的區域,則取兩雷達之回跡強度進行補償後再回傳給客戶端。另一情形是客戶端需求範圍部分超出某雷達涵蓋範圍,卻是另座雷達範圍,則取後者之雷達影像進行拼接,以整合影像完成客戶端需求。

Surveillance with coastal radars is important for vessel navigation safety and national security.
Single radar might have blind areas due to terrain and shielding. Besides, angular resolution of the radar antenna leads to increasing errors with the distance, affecting the performance of target discrimination or detection. Therefore, coastal radar surveillance system often needs to integrate images from multiple radars and overlay the images on electronic navigational charts.
To meet this need, this thesis focuses on the compensation and mosaicing of images from adjacent radars, and develops a networked radar display system for verification and demonstration.
This research uses a radar simulation tool, called SPxRadarSimulator, to generate radar video and broadcast it on local area network. A radar image server module is designed to receive and decode intensity data of each scanning angle, then use a Radar Scan Conversion (RCS) algorithm to display image on screen. Meanwhile, the server module communicates with clients. When the client requests specific geographic range of image, the server continuously transmits the latest image to client. If the requested range includes overlap area of two radars, then the server will fuse the intensity data of overlap area from two radars. If the requested range exceeds the coverage of one radar, while the area in lack of data is covered by another radar, then the server will use the latter radar’s intensity data to mosaic the image, in order to satisfy the request ofthe client.
