Construction has become one of the most important industries of the economy in the developing countries like Mongolia. Nowadays, up to 80 percent of the performance in the building project are completed by subcontractors in the construction industry. The performance evaluation has been a significant issue for construction management, as most of the subcontractor evaluation systems are concerned with the decision of subcontractor selections. The main purpose of the research is to identify critical factors of the subcontractor’s performance evaluation in Mongolian building construction industry.
The research methodology involves two phases. In the first phase, critical evaluation criteria are to be determined among a list of factors related to subcontractor performance. Based on the literature, a list of 32 potential criteria and based on the informal discussion with a number of experts in construction, 21 potential criteria were selected for further consideration. Then, several face to face interviews were conducted with subject experts in Mongolia. Out of the 53 potential factors, a consensus was reached on 16 critical criteria for most of the construction projects in Mongolia.
In the second phase, a pairwise comparison questionnaire survey was conducted to find the relative weights among these critical criteria from the previous interviews. Moreover, these 16 selected criteria were classified into 4 dimensions: Subcontractor Management, Resources, Quality, and On-site Performance. Each criterion was weighted in the subcontractor evaluation process using the Analytic Hierarchy Process (AHP) analysis. It was found that the two competitive dimensions were: Quality, which had the highest weight of 0.346, and Management, with weights of 0.336. The most important criterion was about the accuracy, with the weight of 0.1570.
