近年來水資源作業基金應執行之業務工作日益擴大，如何能更有效運用及管理，使得水資源作業基金永續經營為主要重要工作，故水資源作業基金之財務運作及管理備受矚目。有鑑於國內外民營企業、非營業組織及政府部門均廣泛運用財務預警指標，防範財務危機之發生及用於提升財務績效，爰探討水資源作業基金財務預警機制之建立；透過各方資料收集及分析，初步歸納建立財務預警機制的步驟。且財務預警機制可強化基金財務管理效能，具有預防財務危機之功能，故本研究認為水資源作業基金財務預警機制之建立有其必要性，並提出水資源作業基金財務預警指標，透過此項財務指標的警示效果，瞭解到在建立財務預警機制時，宜組成跨部門的專案小組，且注意財務指標選定後，應適時檢討及分析調整修正，以確保指標之準確性。並有效揭露於會計報告、預、決算書中，能讓管理當局能及時發現基金警訊，產生預警功能。此外，藉由揭露財務預警資訊，檢視水資源作業基金的財務狀況，以強化考核監督的職能。

In recent years, the operational work of the water resources operation fund has been expanding and how it can be used and managed more effectively. The sustainable operation of the water resources operation fund is mainly important. Therefore, the financial operation and management of the water resources operation fund has attracted much attention. In view of domestic and foreign private enterprises, non-profit organizations and government departments are widely used financial early warning indicators to prevent the occurrence of financial crisis and to improve financial performance, and we will explore the establishment of financial early warning mechanism for water resources operation fund. Through the collection and analysis of information, preliminarily inducts the steps to establish financial early warning mechanism. And the financial early warning mechanism can strengthen financial management performance of the fund, with the function of the prevention of financial crisis, so this research capabilities that the financial early warning mechanism for water resources operation fund for the establishment of its necessity, and puts forward financial early warning indicators of the water resources operation fund, through this warning effect of financial indicators, understands that the establishment of financial early warning mechanism, it is necessary to form cross-functional task force, and pays attention to financial indicators selected should be timely review and analysis of adjustments to ensure that the accuracy of the indicators. And effectively exposed in the accounting reports, budget statements, and annual statements, enables the authority to find fund alerts in time and generate the warning function. In addition, by exposing the financial warning information, views the financial situation of the water resources operations fund to strengthen the functions of the assessment supervision.
