台灣中小企業由於資源及人員上的受限,一般對於人力資源管理整備程度較低,然面對全球化的競爭與挑戰,景氣循環變化迅速,人才才是企業具備應變彈性能力的來源,二十一世紀來臨新商業模式的發展及千禧世代就業人口問題,或許中小企業對於第一優秀人才或名校新鮮人的就業人口吸引力不足,但仍可透過有效的人力資源管理建立高績效組織工作系統,發輝任職員工個人長處以打團體戰的方式提升組織績效維持企業競爭力。
本研究將針對個案公司現行人力資源管理措施設計訪談問題及參與觀察記錄,以招募甄選、訓練人員、激勵獎酬、員工職涯發展及員工組織公民行為等五個問題面向,分析相關問題佐以文獻理論,進而提出建立個案公司高績效組織工作系統。
個案公司高績效組織模式策略目標方法經研究分析建構後,首要著手從工作分析開始進行,導入完整的結構化在職訓練系統後可幫助後續其他策略進行供資料連結參考依據,完整的訓練制度模組使企業擁有優秀人才良好工作效率,有效激勵獎酬明確員工企業發展路徑規劃,促發員工組織公民行為,可有效提昇企業整體績效簡化管理程序。

Due to the limitations of resources and personnel, the small-medium enterprises in Taiwan generally have lower levels of human resource management. However, talent should be the main source of resilience ability for enterprises to tackle the challenges of global competition and the rapid changes of economic prosperity.
In this study, we will design the interview questions and participate in the observation records of the existing human resources management measures of the case companies to recruit the selection, training personnel, incentive reward, employee career development and employee organization citizenship. After analyzing relevant problems with literature relevant propose how to establish a high performance organization work system for our case company.
Case-based company high-performance organization model strategy method After the study and analysis of the construction, the main starting from the work analysis began, into a complete structured on-the-job training system can help follow the other strategies for data link reference, complete training system module So that enterprises have a good talent good work efficiency, effective incentive reward clear staff development path planning, and promote the organization of citizen behavior, can effectively enhance the overall performance of enterprises to simplify management procedures.
