1. Research Purpose: This research is mainly about rural communities that apply for the implementaion of “ Multi-Hiring Development Project”(economical). After the end of the program, Comparison with all the ducuments analysis, in-depth interviews, and real situations...ect. to inspect and analyse how the limits of policy specifications, organizational support investment,and the business management affect the implementaion of the results. Then it propose some relevant methods and advices in order to offer some revision policies to Ministry of Labor and to communities that would like to apply for “ Multi-Hiring Development Project”(economical) .To help them implement their projects successfully and still can keep working after their projects end, then become social enterprises smoothly. 2. Research Descovery: (1) Previous relative estimate of Multi-Hiring Development Project found that: The object of the study are based on the units or employees that implement the projects abd the didn’t take government grants into consideration. As the projects stop, the government no longer offer the grants,either. And no practical effeciency would be analyzed. (2) Some communities which had applied for “ Multi-Hiring Development Project”(economical) found that: Take Yi-lan county as an example, There are about 20 communities that had applied the project but now most of them are allowed to get the grants so that they were forced to stop working. Only 2 communities could still work without the grants. It means that Multi-Hiring Development Project”(economical) do effect to rural communities for only one percent. (3) Factors about Multi-Hiring Development Project of affecting rural communities: a. The effect of the limits on government department: (a) Hire the empolyees that are elder , disadvantaged, or have lower learning ability or lower working ability. (b) Hire the empolyees that couldn’t be the close relatives of the director. It doesn’t comply with the concept of Community Development Association. (c) Retaining one empolyee is a burden if keeping applying the project. b. The applicants that took part in the project found that: (a) They were not able to get enough human resources to do with administrative operations, management, development, marketing. (b) They were not able to get enough substance resources to do with Execution plan ,which requires a suitable position, equipment…ect. (c) They were not able to get enough financial resources to do with Execution plan ,which requires capital, emergemcy money…ect. c. The effect of operation of business management: (a) Choices of products: Lack of consideration of market demand and market competitiveness. (b) Staff productivity: Hiring the jobless as relief causes the problem that those empolyees seriously lack of positive attitude. (c) Cost control: Lack of business experiences, unable to countrol the cost. (d) Marketing approaches: Lack of effective marketing methods and ways. 3. Research Advices: Advices to Ministry of Labor’s policy specifications limits: A. For rural communities: loosen the limits that the empolyees couldn’t be the close relatives of the director. Increase the number of empolyees or approval that under 5 people doesn’t have to retain empolyees for the second year. B. For those communities that would like to apply for the “ Multi-Hiring Development Project”(economical): a. Should choose a market demand and market -oriented competitive goods. b. Ready to implement the organization must devote sufficient human resources, substance resources, and financial resources. c. Give employees hopes and expectations and improve their work efficiency. d. Establish effective marketing approaches and avoid the accumulation of unsalable products.
