國際慢城組織(Cittaslow),來自慢食運動(Slow Food Movement) 的啟發。 國際慢城組織是一個用網際網路為平台,以慢食精神來行銷和發展慢城。 國際慢城以保有鄉鎮的特性、維持鄉鎮的傳統文化與建築及重視環境保育等重要性進行認證審查。本研究的目的為了解台灣四國際慢城鳳林、大林、三義、南庄申請國際慢城認證之過程,分析比較台灣4個國際慢城的差異與特徵,了解台灣四大國際慢城的旅遊現狀和未來永續旅遊發展,做為台灣4個國際慢城發展及其他鄉鎮申請國際慢城之參考。
本研究利用內容分析法分析2000年到2016年之間的期刊論文、網路、與新聞媒體等文獻,並深度訪談4個台灣國際慢城推動與認證關鍵人物,進行4個台灣國際慢城個案研究。
研究結果發現台灣4個國際慢城申請過程的負責單位是不同的,第一個台灣國際慢城鳳林是林北社區負責人和NGO總共花4年完成認證,大林是南華大學和鄉鎮政府一起合作,花兩年半完成認證,南庄和三義都是苗栗縣政府主導,花一年完成認證。研究也發現台灣4個國際認證的慢城對當地鄉鎮的經濟活化有正面影響。但台灣4個慢城都沒有在國際慢城網站行銷,也都沒有建置獨立英文網站來行銷。
Cittaslow - a network of cities or towns which are working with qualitative local urban development, inspired by the Slow Food movement. The Cittaslow concept is reviewed through the lenses of place sustaining domestication and the importance of identity. The purpose of this paper is to study Taiwan’s 4 Cittslows certificate application procedure. The 4 cittaslows are: Fonglin, Dalin, Miaoli and Nanzhuang. The other purposes are to analyze and compare the difference and features of Taiwan’s 4 Cittaslows, to view the four Taiwan Cittaslow’s tourism status and future sustainable tourism development, and to offer Taiwan’s other townships to apply for Cittaslow certification with the existing 4 Cittaslows as reference. This study used content analysis which is based upon research papers, internet websites, journals, and media from 1999 to 2016, and also in-depth interviews with Taiwan’s 4 Cittaslow key persons for application and Taiwan’s 4 Cittaslows case studies. The purpose of this paper is to study Taiwan’s 4 Cittslow’s certificate application procedure. The 4 Cittaslows are: Fonglin, Dalin, Miaoli and Nanzhuang. The result found out the differences in the four Taiwan’s Cittaslow application procedures. Fonglin was started was by LinPei Community President and NGOs over 4 years. Dalin was founded by Nanhwa University and Township government cooperation and it took two and half years. Nanzhuang and Sanyi were founded by Miaoli County Governor and it took one year. The study found out that Cittaslow is enhancing township economies and effecting positive community activation.
